تعاني المناطق الساحلية المصرية من بعض التحديات والقضايا البيئية الناتجة عن التوجهات التنموية للدولة والتغيرات المناخية. وعلى الرغم من جهود الدولة لإعداد وتنفيذ خطط الإدارة البيئية، إلا إن ه لم يتم تحقيق التوازن بين التنمية المقترحة والبيئة، وذلك بسبب عدم قدرة خطط الإدارة الحالية على مجابهة التغيرات والتعامل معاها، حيث تتميز هذه التغيرات بالديناميكية والسرعة، وهو ما يتطلب آليات لديها القدرة على مواكبة ديناميكية التغيرات، وذلك يحتاج مرونة واستدامة لخطط إدارة البيئة المتكاملة . ومن خلال الدراسة النظرية لفكر المراصد والتجارب العالمية وتحليل الوضع الراهن للقضايا البيئية وخطط الدولة لتنمية السواحل المصرية . توصل البحث الي خطة توزيع لمستويات شبكة المراصد البيئية للسواحل المصرية ، وعرض البحث التوزيع المكاني المقترح ونطاقات عمل المراصد وتم اختيار انسب المداخل البيئية المناسبة لتشغيل تلك المراصد بالانظمة البيئية المختلفة بالسواحل المصرية. وأنهي البحث بتطبيق لمنهج التشغيل ومكونات واساليب الرصد للمرصد المحلي بنطاق العين السخنة - الزعفران ة )إحدى قطاعات السويس(، لتحديث خطة الإدارة البيئية بها، لتكون ديناميكية ومرنة مع المتغرات البيئية والتنموية بالنطاق، وذلك للحفاظ على استدامة الانظمة البيئية بالنطاق مع تحقيق التنمية المرغوبة.

Tremendous threats posed to the Egyptian coastal areas due to the urban development trends and the climatic changes. Despite the different Nation ‘s strategies for the environmental management plans, a sustainable balance has not been achieved yet between development and the environment, due to the inability of such strategies to confront and deal with such dynamic fast changes in development and environment issues. The research attempts to tackle such issue by proposing the introduction of the environmental observatories approach as a mechanism to cope for such dynamic changes and realize the environmental strategies goals. The environmental observatories approach is characterized with flexibility, sustainability and its tremendously dynamic update for the environmental and development state to support decision making and the resilience of the application of the sustainable integrated environmental management. Strategies.
The thesis starts by reviewing theoretical studies for environmental observatories implementation strategies, followed by the exploration of global case studies for the application and implementation of such approach. Meanwhile, the research revised and assessed the current situation of environmental issues and the state’s development plans for the Egyptian coasts. The research anticipates an institutional nation level network for the environmental observatories and their spatial distribution for the Egyptian coasts. Objectives, duties and the most appropriate environmental management approaches were selected for the operation of the environmental observatories within the various environmental systems for the Egyptian coasts.
The study ended with the application of the local level environmental observatory for Sokhna sector, one of the Suez - Zaafarana sectors as a case study. The study deliberates the objective, operating methodology and monitoring processes for Sokhna local observatory level. The research highlights the advantages of such observatory to update the Sokhna sector environmental management plans as well as revised the environmental issues and development state in order to sustain the environmental systems in the area while achieving the desired development followin
