تشهد الفترة الحالية من تاريخ الدولة المصرية تنميه عمرانية على جميع المستويات التخطيطية بهدف أن تكون مصر بمساحة أرضها وخصوبة موقعها قادرة على استيعاب سكانها ومواردها في ظل ادارة التنمية المكانية. تشير التوقعات إلى أن الطلب العالمي على الموارد سوف يتصاعد على هذا "الكوكب الحار والجائع والمزدحم وسريع التبخر، كما تشير التقديرات إلى أن النمو في الطلب على الغذاء والمياه والطاقة بحلول عام 2030 سيكون 35%، %40، و50% على التوالي (بيان منظمة الأمم المتحدة، 2011) ويرجع ذلك إلى زيادة عدد السكان والتحضر. كل هذا يتطلب تحولاً نموذجياً من المداخل الحالية إلى المداخل الشاملة التي تدرك وتسهل التقارب والترابط بين القطاعات في إدارة الموارد لسد الفجوة الموجودة بين المتطلبات الحالية والمستقبلية والتحديات التي تعيق من تحقيقها حيث أن جوهر التنمية المستدامة هو تحقيق التوازن بين القطاعات المختلفة لمواجهة التحديات المتعلقة بالبيئة والقيود الاجتماعية والاقتصادية. حيث أمام الدولة المصرية فرص لتحقيق الكثير من المكاسب إذا ركزت على الترابط في أمن المياه والطاقة والغذاء في مسيرتها لتحقيق أهداف التنمية المستدامة، فعوامل الضغط على هذه القطاعات الثلاثة كثيرة وكذلك القيود وعلاقات التداخل بينها. ويمكن تطبيق الارتباط على مستويات تخطيطية مختلفة لاستيعاب الفوارق في الموارد الطبيعية التي تملكها الدولة المصرية، للتصدي للتحديات المعقدة التي تعيق تحقيق أمن المياه والطاقة والغذاء، وكذلك التغيرات البيئية والمناخ. حيث يعتبر الهدف الرئيسي من البحث هو تحديد إطار فکرى يحقق رؤية متكاملة لکيفية تطبيق مدخل الارتباط الحضري البيئي لتحقيق الإدارة المستدامة للعمران المصري. The world witnessed a great development in the previous period in the areas of sustainable management of all resources, especially resources exposed to excess demand because of emergency changes, whether these changes are natural or human, and the world also resorted to the entrances used to achieve sustainable development and reach the greatest goal for all related fields, especially urban development .Despite the remarkable progress in the use of these intellectual and theoretical approaches used in urban management, there is no clear approach or framework to apply it to the state of Egyptian urbanism.
Despite the efforts exerted by the state to solve these issues related to urban management, especially the issue of water security, the issue of food security and the issue of energy security, there are many influential issues and challenges that hinder the achievement of the desired goals, and the most important of these issues and challenges is the lack of an integrated and coherent vision for urban management in addition to the lack of a framework to achieve interdependence between all sectors, which produces policies and visions that are not commensurate with the size of current and future challenges.
Therefore, the research aims to formulate an integrated and coherent framework for the management of Egyptian urbanization with a focus on water security, food security and energy security issues, which the state places among its priorities due to the challenges faced by the Egyptian state in those areas. To build this framework, which is gradually built over the course of the research, the research study followed a set of stages and steps represented in the following:
The first step: studying the most important challenges and Egyptian urban issues, then we move on to study the concept and emergence of the entrance to the urban environmental link, which has become necessary to resort to it to deal with the most important issues and challenges by presenting the main dialogue related to urban management, its indicators, principles, main entrance pillars and stages of its application.
Let's study how to achieve sustainable management of Egyptian urbanism considering the approach to environmental urban connectivity. Second Step: Study and analyze the Egyptian case and the global and Arab experiences in achieving sustainable management in the light of the entrance to the urban environmental link. Third Step: Formulating the general framework for the entrance to the environmental urban link to achieve sustainable management of Egyptian urbanism by formulating the initial framework for auditing and testing it through a presentation to specialists, experts, and officials to reach the final framework and a set of decisions necessary to apply it to the Egyptian case.
