أن الطرق حول الموضوع التحول الديمقراطية يأتي كرد فعل ونتيجة للازمة العميقة التى تعيشها الأنظمة التسلطية التي فقدت المرونة والتكيف مع التغيرات الاجتماعية السياسية والاقتصادية، وهذا التحول يتأثر بعوامل داخلية وخارجية تؤثر عليه بدرجة كبيرة. ويجب أن نفهم أن التحول الديمقراطى لا يمثل، بالضرورة مساراً للازدهار والحرية والحكم الراشد. فالأمر يتوقف على الجودة المؤسسات السياسية التى تنتج عن المرحلة الانتقالية ومدى كفاءتها في معالجة المشاكل الموروثة والناتجة. أن دراسة التحول الديمقراطى تطرح فرضيات عديدة ويضيف خبرات جديدة، بعدما تأكد وجود أزمة حقيقية في علاقة الدولة بمجتمعها، وبين الفهم التقليدي للدولة القائم على الولاءات والانتماءات الضيقة، والفهم الحداثى للدولة القائم على المواطنة المدنية الجامعة، بون شاسع توضحه طبيعة العقد الإجتماعى الناظم لعلاقات الدولة بالمجتمع ، وتبرز ارتباطا بذلك جملة التحديات الإشكاليات المتعلقة ليس فقط في الممارسة والمستقبل، بل والمفاهيم وأفاق تطور عملية الانتقال والتحول الديمقراطى وشروطها الرئيسة. فالمؤسسات الدستورية تشكل الإطار الحقوقى الذى تنتظم فيه العملية السباسية وتحدد آليات ممارسة السلطة ونطاقها ، والقواعد التي يجب أن تخضع لها غير أن الممارسة السياسية، في إطار المؤسسات الدستورية، وتبقى مرهونة بالقوى السياسية وبطبيعتها ومصدر وجودها بالقيم الاجتماعية والسياسية والثقافية التي تحكم تصرفاتها.
يوجد العديد من الأدوار لمنظمات المجتمع المدني ولكن على الرغم من تعدد تلك الأدوار في العديد من المجالات منها الاجتماعي والثقافي إلا انه تنتشر في العديد من الأدبيات فكرة “لا ديمقراطية بدون مجتمع مدنى” وذلك لان عملية التحول الديمقراطي في أي مجتمع تعتمد علي ترسيخ الثقافة السياسية فيه. إضافة إلى كثرة الحديث عن الدور الذى يلعبه المجتمع المدنى في عملية التحول الديمقراطى من منطلق بناء دولة ديمقراطية.
منظمات المجتمع المدني ليست بديلا عن الحكومة، باعتبار أن للأفراد مطلق الحرية في التجمع وتكوين منظمات يمكنها من خلال الضغط توسيع نطاق مسؤوليات الحكومة من خلال خلق جدول أعمال وشراكة مع الجهات الحكومية. لذلك فإن منظمات المجتمع المدني وفي مقدمتها المنظمات الغير الحكومية تساعد على تحقيق إدارة أكثر رشادا للحكم من خلال توسطها العلاقة بين الفرد والدولة عبر قدراتها كخبرة مجتمعية في تعبئة أفضل لجهود الأفراد والتأثير في السياسات العامة.
The methods on the subject of democratic transformation come as a reaction and as a result of the deep crisis experienced by authoritarian regimes that have lost flexibility and adaptation to social, political and economic changes, and this transformation is affected by internal and external factors that affect it to a large extent. We must understand that democratization does not necessarily represent a path to prosperity, freedom and good governance. The matter depends on the quality of the political institutions that result from the transitional period and their efficiency in addressing inherited and resulting problems. The study of democratization raises many hypotheses and adds new experiences. After confirming the existence of a real crisis in the relationship of the state with its society, and between the traditional understanding of the state based on loyalties and narrow affiliations, and the modern understanding of the state based on inclusive civil citizenship, a vast gap is clarified by the nature of the social contract regulating the state’s relations with society, and a number of challenges related to it not only in Practice and the future, and even the concepts and prospects for the development of the process of transition and democratization and its main conditions. Constitutional institutions constitute the human rights framework in which the political process is organized and defines the mechanisms and scope of exercising power and the rules that must be subject to it However, political practice, within the framework of constitutional institutions, remains dependent on the political forces and their nature and source of existence to the social, political and cultural values that govern their actions
There are many roles for civil society organizations, but despite the multiplicity of these roles in many fields, including social and cultural ones, the idea of “no democracy without civil society” is spread in many literatures, because the process of democratic transformation in any society depends on the consolidation of the political culture in it. In addition to a lot of talk about the role that civil society plays in the process of democratization from the standpoint of building a democratic state.
