Most, if not all, of the developed software projects cannot implement the entire requirements within a given time and available resources. Therefore, requirements prioritization (RP) is needed for any software development. Choosing the wrong requirements causes many problems during a systems life cycle, such as higher cost and time consumption. There are several Requirements Prioritization (RP) techniques used during software development processes. The RP problem is mainly a type of multi-criteria decision Making (MCDM) problems. Selecting an appropriate RP method in a certain situation must be subject to several evaluation criteria and performance measures. This includes scalability, uncertainty, time consumption, and complexity. In this thesis, a new hybrid-based RP method is proposed. This thesis presents an Enhanced Hybrid RP technique (EHRP). It is based mainly on the combination of both cumulative voting and decision-weighted matrix techniques, to simplify the prioritization process, keep the current techniques advantages, and reduce or avoid their drawbacks. EHRP is evaluated through conducting several comparisons with the most popular RP techniques (such as AHP). The comparison results are analyzed to show the effectiveness of EHRP. The results ensure clarity, simplicity, and efficacy of the proposed method. We contend that EHRP could be useful in other sectors or application areas
