This study examines local government organizations including Ministry of Health and Population and four hospitals; in Hadramout-Yemen, regarding pre-crisis self-preparation to manage multifaceted disasters 2015-2017. Additionally, hospitals' prototype for crisis management was developed to be tested for adoption by Hadramout hospitals.Methods:The study was policy-oriented research with multi-sectorial approach and specific focus on Hadramout hospitals in the coastal region. Situation analysis was done: Hospital resources (using checklist), assessment of knowledge and skills of emergency resident general practitioners (n=112)and nurses (n=70)at time of crisis (using structured interview questionnaire form), analysis of service statistics for the selected hospitals and conduction of On-line Local Government Self-Assessment (17 organizations) that identify gaps and challenges in disaster risk reduction. Results:The resources available in Ibin-Sina Hospital achieved 94%of standard items. There was shortage in nurses in all hospitals (physicians to nurses ratio was 1.6:1).Technical skills for physicians and nurses were not satisfactory in emergency care.There was high case-load in Ibin-Sina hospital compared to other hospitals. Local Government organizations responses indicated three major challenges: lack of cooperation, coordination and integration between organizations, non-existence of regulations for safety of buildings and inadequate information system related to risk assessment
