| Summary, etc. | الشباب هم الفئة الأكثر اهمية وحيوية في أي مجتمع من مجتمعات العالم لما لهم من دور مؤثر في تحقيق والازدهار ولأنهم العنصر الأكثر قوة في النهوض بواقع المجتمعات وتحقيق التنمية الشاملة .كما أنهم يعدون اللبنة الأساسية في بناء المستقبل لذا أصبحت الموضوعات الخاصة بالإهتمام بالشباب وكيفية التعامل معهم وتنمية وتطوير قدراتهم وكذلك توفير إحتياجاتهم من القضايا المركزية ذات الأولوية في البرامج الحكومية لدول العالم علي إختلاف الأنظمة السياسية والعادات والأعراف والدولة المصرية كسائر دول العالم تعمل علي توجيه الطاقات الكامنة للشباب وتطوير قدراتهم ووضعها علي المسار الصحيح بما يخدم المجتمع حيث تمثل فئة الشباب في مصر موردا بشريا بالغ الأهمية حيث ان الشباب هم الأكثر تقبلا للأفكار الجديدة ولديهم الرغبة والطاقة للعمل من أجل التغيير فعندما يسعي الشباب للإستفادة من الفرص المتاحة التي تحفز إبداعاتهم وتنمي قدراتهم عندها يشكلون قوة فاعلة في تعزيز التغيير الإيجابي داخل مجتمعاتهم.<br/> يُعرف التخطيط الاستراتيجي على أنّه العملية التي يتمكّن أعضاء الإدارة العليا بواسطتها من وضع تصوّر لتوجه المنظمة المستقبلي، ومن ثم تحديد الخطة وحشد الجهود وتوحيد الطاقات باستخدام أمثل الطرق نحو وضع الخطة موضع التقدم <br/>التنفيذ، وتحديد الوجهة المستقبلية والغد البعيد للمنظمة، وتحديد سبل تحقيق ذلك، من خلال دراسة المتغيّرات الداخلية والخارجية، ووضع قائمة محدّدة بالمنافسين في القطاع التنافسي الذي تعمل المنظمة ضمن حدوده. تعريف الخطة الاستراتيجية يُشير مفهوم الخطة بشكل عام إلى الوثيقة التي تلخّص كيف يمكن أن تُحقّق الأهداف التي يضعها طرف ما، وتتضمن الخطط تخصيص الموارد، ووضع جداول توقيتات، وأية أعمال أخرى يحتاجها تحقيق هذه الأهداف، أمّا الاستراتيجية فتعتبر آلية تحقيق الأهداف بعيدة المدى.<br/>تعمل الدولة المصرية في ظل إستراتيجية 2030 علي الإهتمام و الإرتقاء بمستوي قدرات ومهارات الشباب المصري وذلك من خلال العديد من الوزارات منها وزارة الشباب والرياضة بصفتها وزارة أساسية معنية بتقديم جملة من الخدمات عبر إداراتها المختلفة لتلك الشريحة الهامة في المجتمع وهي شريحة الشباب .<br/>وكأحد الاذرع الاساسية في وزارة الشباب والرياضة تقوم الإدارة المركزية للبرلمان والتعليم المدني بإطلاق وإدارة العديد من البرامج الهادفة إلي الإرتقاء بمستوي قدرات ومهارات الشباب في كافة المحافظات علي إختلاف الشرائح العمرية ( طلائع من 12-18 و شباب من 18-35) وفي ضوء اهمية الدور الذي تؤدية هذه الوزارة لتطوير وإعداد القاعدة الشبابية والرياضية في مصر خاصة في ظل تطبيق رؤية مصر 2030 للتنمية المستدامة .<br/> يهتم التخطيط الإستراتيجي وبشكل جوهري بوضع خطط تراعي العوامل والمتغيرات الداخلية (نقاط القوة والضعف) والمتغيرات الخارجية (الفرص والتهديدات) لذا أصبح من الضروري التعرف علي أثر تطبيق التخطيط الإستراتيجي لتلك البرامج علي تنمية قدرات الشباب <br/>وقد تم التأكد من صحة الفروض الخاصة بالدراسة من خلال التحليل الاحصائي للاستبيان والتي كانت كالأتي:<br/>الإفتراض الرئيسي :<br/>1- توجد علاقة ذات دلالة إحصائية إيجابية بين تطبيق التخطيط الإستراتيجي ونجاح برامج تطوير قدرات الشباب <br/>2- توجد علاقة ذات دلالة إحصائية إيجابية بين برامج تطوير قدرات الشباب وزيادة نسبة المشاركة في الإستحقاقات الانتخابية.<br/>الفرووض الفرعية :<br/>1-توجد علاقة ذات دلالة إحصائية إيجابية بين عدد برامج تطوير قدرات الشباب وعدد الشباب المشارك <br/>2-توجد علاقة ذات دلالة إحصائية إيجابية بين إستخدام أساليب الإدارة الإستراتيجية وتعدد برامج تطوير الشباب.<br/> |

The youth in Egypt are a very important human resource. Young people are the most receptive to new ideas and the desire and energy to act for change. When young people seek to take advantage of opportunities that stimulate their creativity and develop their abilities, they are an active force in promoting positive change within their societies.<br/>Strategic planning is defined as the process by which senior management conceptualizes the future direction of the organization, defines the plan and mobilizes action Energies combine by optimizing ways to operationalize the plan, identifying the future direction and future future of the organization, and identifying ways to achieve this, by examining internal and external variables and establishing a specific list of competitors in the competitive sector within which the organization operates Definition of strategic plan The concept of a plan generally refers to a document that summarizes how the objectives set by a Party can be achieved, including the plans for the allocation of resources, the establishment of timetables and any other actions needed to achieve these objectives.
