سعت تلك الأطروحة إلى دراسة تأثير نمط العلاقات المدنية العسكرية على حالة الدولة، خاصة حينما تتعرض الدولة لتهديدات وجودية تؤثر على حالة كيانها، كتلك التى تشهدها الدول فى أعقاب الاحتجاجات الشعبية و النزاعات المسلحة و الحروب الأهلية التى تعقب سقوط الأنظمة. كما سعت إلى تفسير كيف يمكن أن تؤدى سياسات منع الانقلاب بالتوازى مع الاعتماد على الأجهزة الأمنية الموازية إلى إضعاف قوة المؤسسة العسكرية و تماسكها و احترافها، و جعلها أكثر هشاشة و أكثر قابلية للانهيار و الانقسام على مدار تاريخ الدولة الليبية، الأمر الذي بلغ مداه مع زوال نظام القذافى الذى كانت تدين بالولاء له و لهيمنته. و من ثم، فقد دفعت ليبيا ثمنا باهظًا لغياب دور المؤسسة العسكرية التى يُعول على أدوارها التقليدية و غير التقليدية فى مثل تلك المنعطفات الجوهرية من عمر الدولة. و قد توصلت الدراسة -عبر الأطر النظرية و التحليلية و أسلوب التحليل الكيفى تحليل و استعراض البيانات المتعلقة بمتغيرى الدراسة وصفيًا، بالمقارنة ما بين ما قبل و ما بعد الفترة الضابطة، و بالاستعانة كذلك بأدوات تحليل النزاعات المسلحة- إلى نتيجة رئيسة مفادها أن ذلك الإرث التاريخى قد تسبب فى تعريض الدولة الليبية للعديد من التهديدات الجسيمة التى وصلت بها لحالة الهشاشة و الفشل، فى ظل عجزها عن أداءها لأدوارها الرئيسة وخاصة وظيفة الأمن و احتكار استخدام القوة المسلحة خلال المرحلة الانتقالية التى تحول خلالها الصراع السياسى لنزاع عسكرى مسلح و حرب أهلية كادت تتمزق معه وحدة الدولة الليبية و مؤسساتها وخاصة المؤسسات السيادية و المؤسسة العسكرية. |

The study aimed to explore the impact of civil military relations (CMR) on the state of the State, especially when the State is exposed to existential threats affecting its existence, like these threats the state witnesses after the fall of the ruling regime, and its attendant implications, such as mass protests, armed conflicts, and civil wars. The study also sought to explain how the policies of coup proofing throughout the history of the Libyan State, in parallel with dependence on the parallel security apparatuses, could weaken the strength, cohesion, and professionalism of the military and make it more fragile, more likely to fragmentation and division, especially after the overthrow of the Qadhafi regime. Also, Libya had been severely affected by the absence of the role traditional and non-traditional roles of the military, which had been crystalized during these fundamental junctures in the history of the states. Through using theoretical and analytical frameworks, qualitative analysis and descriptive methods, comparing between data about the two main variables in pre- and post-2011, as well as using conflict analysis tools; this study has reached a major conclusion that Qadhafi’s legacy had led to these grave threats to the Libyan State pushing it towards fragility and failure, as the state became unable to fulfil its key roles, in particular the security functions and the monopolization of the use of armed force. During the transitional period, political conflict was transformed towards being an armed conflict and a civil war, which threatened the unity of the State and institutions, especially sovereign institutions and the formal armed forces<br/> |
