| Summary, etc. | أصبح الإرهاب الإلكتروني خطرًا حقيقيًا ومروعًا يهدد أمن المجتمع الدولي بأسره، يعاني منه الجميع أفرادًا ومجتمعات ودولا، حيث أصبح بمقدوره أن يمارس نشاطاته التخريبية والإجرامية في أي نقطة من العالم، وفي أي وقت دون رقيب، وتتفاقم مخاطره بمرور الأيام، فبالرغم من التقنية التي جاءت كوسيلة لتحقيق الأمن وإرساء دعائمه، إلا أنها انقلبت في الكثير من الأحيان إلى وسيلة للتهديد والترويع، ولم تعد قادرة حتى على حماية نفسها، وسببت بذلك أضرارًا جسيمة على الأفراد والمنظمات والدول. وقد تنبهت الدول والمنظمات الدولية للأخطار المحدقة بها، فعقدت كثيرا من المعاهدات والاتفاقيات لمكافحة الإرهاب بصفة عامة، ودعم التعاون الدولي والإقليمي في هذا المجال وتصب الجهود الدولية في مكافحة الجرائم الإلكترونية والإرهاب، وينطبق الوصف فيها على صورتي الإرهاب التقليدي والإرهاب الإلكتروني، وهو ما له أثر بالغ على الجهود الإماراتية والمصرية بمكافحة الإرهاب الإلكتروني سواء على الصعيد الدولي أو المحلي. هدفت هذه الدراسة إلى التعرف على الإرهاب الإلكتروني ونشأته وتطوره، وكذلك أسباب الإرهاب الإلكتروني ووسائله، ومظاهره وأهدافه، وتسليط الضوء على الجهود الوطنية والإقليمية والدولية لمكافحة الإرهاب الإلكتروني، ومدى تأثير الاتفاقيات الدولية والإقليمية على التشريعين الإماراتي والمصري لمكافحة الإرهاب الإلكتروني. وانتهت الدراسة إلى عدة نتائج منها: أن الإرهاب الإلكتروني بكونه من الجرائم التي لا يستخدم فيها العنف، كما أنه جريمة إرهابية متعدية الحدود. ورغم الجهود الدولية لمكافحة الإرهاب الإلكتروني، تظل غير فعالة إذ اعتبرناها الآلية الوحيدة لمكافحة هذا التهديد، وعليه كان لا بد من تكثيف دائرة المجهودات من دولية إلى إقليمية لحصر وإحاطة أكبر بالظاهرة الإجرامية. |

| Summary, etc. | ) Cyber terrorism has become a real and horrific risk threatening the security of the entire international community, from which all individuals, societies and states suffers, as it is able to carry out its subversive and criminal activities at any point in the world, and at any time without supervision. Its risks increase by the day. In spite of the technology that came as a means to achieve security and establish its foundations, it has often turned into a means of threat and intimidation, and it is no longer even able to protect itself, and by that it has caused great damage to individuals, organizations and states.<br/>Countries and international organizations have been alerted to the dangers threatening them. Therefore, many treaties and agreements have been concluded to combat terrorism in general, and support international and regional cooperation in this field. International efforts are focused on combating cybercrime and terrorism, in which the description applies to both the forms of traditional terrorism and cyber terrorism, which has a significant impact on the Emirati and Egyptian efforts to combat electronic terrorism, whether at the international or local level.<br/>This study aimed to identify cyber terrorism, its origin and development, as well as the causes, methods, manifestations and objectives of cyber terrorism, and shed light on the national, regional and international efforts to combat cyber terrorism, and the extent of the impact of international and regional agreements on the UAE and Egyptian legislation to combat cyber terrorism.<br/>The study concluded with several results, including: That cyber terrorism is one of the crimes in which violence is not used, and it is also a transnational terrorist crime. Despite international efforts to combat cyber terrorism, they remain ineffective as we consider them the only mechanism to combat this threat. Accordingly, it was necessary to intensify the scope of efforts from international to regional to enumerate and encompass a greater awareness of the criminal phenomenon.<br/> |
