| Summary, etc. | تعانى مصر من تفاقم حجم مشكلة الإسكان والتى تتمثل في عدم التوازن في توفير الإسكان لجميع شرائح المجتمع، فخلال العقود الماضية، عالجت الدولة هذه المشكلة من خلال سياسات متتالية للإسكان وتخصيص الأراضى. ولا تزال هناك فجوة بين الطلب والعرض على مستوى نوعيات الإسكان خاصة للفئات ذات الدخل المنخفض.وذلك نتيجة لعدم وجود ربط بين سياسات تخصيص الأراضى وسياسات وخطط وبرامج الإسكان. وتعتمد منهجية البحث على رصد وتحليل تطور سياسات تخصيص الأراضى وسياسات وبرامج الاسكان لمصر فى الفترة من 1952 – 2020، لتحديد أوجه القصور في الأليات المختلفة المؤثرة فى تنفيذ وفاعلية تلك السياسات. أيضا تأتى بعض النماذج العالمية والعربية للدول (سنغافورة، إستراليا، السويد، المغرب، والجزائر)، كنماذج لسياسات فعالة لتخصيص أراضى الاسكان وطرحها لفئات الإسكان المختلفة، لتحديد الدروس المستفادة من خلال مقترحات لتحسين أليات تنفيذ سياسات تخصيص أراضى الاسكان فى مصر. ويركز البحث على الوصول إلى مقترحات لأليات تنفيذ سياسات فعالة تربط بين سياسات تخصيص الأراضى بسياسات وبرامج خطط الإسكان القومية فى مصر من خلال إطار منهجى مقترح يحدد تلك السياسات والأليات وأولويات تنفيذهابمراحل برامج ومشروعات الاسكان بالمدن الجديدة. |

| Summary, etc. | Egypt suffers from the aggravation of the housing problem which is represented in the imbalance in providing housing for different sectors of the society. The state dealt with these problems through successive policies for housing and land allocation during last decades however; there is still a gap between demand and supply on different types of housing especially low-income housing. This gap is resulting from the absence of adequate linkage between land allocation policies and housing policies and programs.<br/>The research methodology monitors and analyses evolution of land allocation policies and housing policies and programs in Egypt during the period from (1952 to 2020) to highlight the shortcomings of the different applied mechanism that affect affecting implementation and effectiveness of these policies. The research studies some successful case studies such as (Singapore, Australia, Sweden, Morocco, and Algeria) to deduce successful mechanisms of land allocation policies. It focuses on reaching proposals addressing mechanisms for implementing effective policies that link land allocation policies to national housing policies and programs, through a proposed framework that identifies these policies and mechanisms and their priorities in the various stages of housing programs and projects in new towns. |
