ون المسلحون من غير الدول لاعبًا رئيسيًّا في تفاعلات المنطقة العربية السياسية والأمنية ومحددًا رئيسيًّا لمستقبلها، وذلك في ظل ما تشهده المنطقة من صراعات مختلفة ذات أبعاد إثنية وطائفية وسياسية. فالفاعلون المسلحون أصبحوا محددًا لمستقبل بعض الدول العربية وتماسكها، كما هو في ليبيا وسوريا، وفي بعضها الآخر باتوا يؤدون دورًا مؤثرًا على سياسة الدولة واستقرارها السياسي، كما هو الحال في لبنان والعراق. فمن الصعب تسوية أي صراع، أو الحديث عن درجة من درجات الاستقرار السياسي، دونما البحث عن آليات للتعامل مع هؤلاء الفاعلين المسلحين، حتى لو دُمجت –من الناحية الشكلية- في القوات المسلحة للدولة المعنية. وترجع حالات عدم الاستقرار السياسي في لبنان والعراق إلى هؤلاء الفاعلين المسلحين، سواء بالنسبة لحزب الله وتحكمه في العملية السياسية اللبنانية عبر "الثلث المعطل" أو جراء ارتباطاته الخارجية والتي تأتي بالضغوط والعقوبات على الدولة اللبنانية. وبالنسبة لهيئة الحشد الشعبي، فقد تسببت في الضغط على النظام السياسي العراقي، عبر بيئته الخارجية ومن الولايات المتحدة الأمريكية بالدرجة الأولى، والتي وصلت لهجمات عسكرية على الأراضي العراقية، وبعضها إقليمية تتصدرها إيران، وبعضها داخلية عبر كتل سياسية رافضة لدور هيئة الحشد في العملية السياسية العراقية. |

Armed non-state actors are a major player in the political and security interactions of the Arab region and a major determinant of its future, in light of the various conflicts that the region is witnessing with ethnic, sectarian and political dimensions. Armed actors have become a determinant of the future and cohesion of some Arab countries, as is the case in Libya and Syria, and in others they have begun to play an influential role on state policy and political stability, as is the case in Lebanon and Iraq. It is difficult to settle any conflict, or talk about a degree of political stability, without looking for mechanisms to deal with these armed actors, even if they are formally integrated into the armed forces of the concerned state.<br/>Political instability in Lebanon and Iraq is due to these armed actors, whether in relation to Hezbollah and its control of the Lebanese political process through the "blocking third" or as a result of its external associations that bring pressures and sanctions on the Lebanese state. As for the Popular Mobilization Authority, it has caused pressure on the Iraqi political system, through its external environment and primarily from the United States of America, which has reached military attacks on Iraqi lands, some of which are regional led by Iran, and some are internal through political blocs that reject the role of the Mobilization Authority in the Iraqi political process.<br/> |
