سجل إقليم الساحل والصحراء تنامي في ظاهرة الإرهاب منذ العام 2011، تأثراً بما شهدته منطقة الشرق الأوسط من تغيرات سياسية اُطلق عليها" ثورات الربيع العربي"، انعكس في عدد من المؤشرات الدالة على تمدد هذه الظاهرة في دول الإقليم والتي تتمثل –على سبيل المثال- في تعدد الجماعات الإرهابية وانتشارها في مناطق جغرافية، وذلك انطلاقاً من عدة عوامل محفزة على تنامي ظاهرة الإرهاب، يأتي من بينها؛ انهيار النظامين السياسيين والأمنيين في ليبيا ومالي، وتدني المؤشرات الاقتصادية والاجتماعية لدول الإقليم، مما خلق بيئة مثالية لضخ دماء جديدة للجماعات الإرهابية.<br/>وعلى الرغم من أن دول إقليم الساحل والصحراء تعاني من ويلات تنامي الظاهرة، والكثير منها يمتلك قدرات عسكرية واقتصادية تؤهلها للعب دوراً نشطاً في التصدي لظاهرة الإرهاب على مستوى الإقليم، إلا أن تشاد قادت زمام المبادرة لمكافحة الجماعات الإرهابية على مستوى الإقليم، فكانت أولى الدول الأفريقية التي انخرطت في ساحة القتال إلى جانب القوات الفرنسية في مالي، ولاقى دورها في بوماكو دعماً أفريقيا ودولياً واسعاً، والذي كان بمثابة نقطة انطلاق للعب تشاد دور حامي دول الإقليم والمدافع عنه أمام تمدد الجماعات الإرهابية، عبر إحياء وتشكيل تكتلات إقليمية للتصدي لهذه الظاهرة والممثلة في فرقة العمل المشتركة في بحيرة تشاد، ومجموعة الساحل الخمس، إلى جانب لعبها دوراً بارزاً في القوات الأممية لتحقيق الاستقرار في مالي.<br/>ولقد تمكنت تشاد بالفعل من تحقيق نتائج فعالة ولكن مؤقتة لم تدم طويلاً، وذلك لعدة أسباب ساهمت في تقويض الدور التشادي في مكافحة الإرهاب على مستوى الإقليم، من بينها التراخي في تقديم الدعم الإقليمي للقوات التشادية في مكافحة الإرهاب، إلى جانب ما يواجهه الداخل التشادي من تحديات، وما تواجهه التكتلات الإقليمية والأممية من عقبات تقوض من جهودها في التصدى لتنامي هذه الظاهرة، التي من المتوقع تناميها في مناطق جغرافية جديدة على المديين المتوسط والبعيد.<br/>أما فيما يتعلق بمستقبل الدور التشادي في مكافحة الإرهاب، لاسيما عقب وفاة الرئيس ادريس ديبي وتولي ابنه محمد إدريس ديبي إدارة البلاد عبر رئاسته للمجلس العسكري الانتقالي، فمن المتوقع أن ينتهج محمد إدريس ديبي نفس مقارنة والده في مكافحة الإرهاب في إقليم الساحل والصحراء خلال فترة حكمه القادمة بعدما بات من الممكن ترشحه لرئاسة تشاد عقب انتهاء المرحلة الانتقالية.<br/> |

The Sahel and Sahara region has recorded an increase in the phenomenon of terrorism since 2011, affected by the political changes in the Middle East, dubbed the "Arab Spring revolutions", reflected in a number of indicators indicating the expansion of this phenomenon in the countries of the region, which are, for example, the multiplicity of terrorist groups and their spread in geographical areas, based on several factors motivating the growth of the phenomenon of terrorism, including the collapse of the political and security systems in Libya and Mali, and the decline in economic indicators. and social for the countries of the region, which created an ideal environment for pumping new blood into terrorist groups.<br/>Although the countries of the Sahel-Saharan region are suffering from the scourge of the growing phenomenon, and many of them have military and economic capabilities that qualify them to play an active role in confronting the phenomenon of terrorism at the regional level, Chad led the initiative to combat terrorist groups at the regional level, as it was the first African country to engage on the battlefield alongside French forces in Mali, and its role in Bomako received wide African and international support, which served as a starting point for Chad to play the role of protector of countries. The region and its defender against the expansion of terrorist groups, through the revival and formation of regional blocs to confront this phenomenon, represented by the Joint Task Force in Lake Chad and the Group of Five Sahel, in addition to playing a prominent role in the UN forces to achieve stability in Mali.<br/>Chad has already been able to achieve effective, but short-lived results, for several reasons that have contributed to undermining Chad's role in the fight against terrorism at the regional level, including the laxity in providing regional support to Chadian forces in the fight against terrorism.<br/>As for the future of Chad's role in the fight against terrorism, especially after the death of President Idriss Déby and the assumption of the country's administration by his son Mohamed Idriss Déby through his presidency of the Transitional Military Council, it is expected that Mohamed Idriss Déby will follow the same comparison as his father in the fight against terrorism in the Sahel and Sahara region during his next term, after he could run for the presidency of Chad after the end of the transitional period.<br/> |
