| Summary, etc. | لقد سعت هذه الدّراسة إلى تسليط الضّوء على بداية الاهتمام بالبعد الثّقافي ، والذي يتجسّد في اهتمام الباحثين والممارسين ، وذلك من خلال التّوجه نحو الدّراسة الجادّة للبعد الثّقافي كبُعد من أبعاد الظّاهرة الدّولية ، وذلك بهدف إثراء حقل العلاقات الدّوليّة ، وخاصّةً خلال فترات تطوّره وتجديده. بحيث قدّم الباحثون والمهتمّون العديد من الإسهامات ، كما وكرّسوا جهودهم في دراسة هذا البعد المتمثّل في الثّقافة. لتشكّل بذلك حلقة الوصل ما بين علم العلاقات الدّوليّة وبين حقول العلوم الاجتماعيّة الأخرى ، وخاصّةً بعد مُضي فترات طويلة من الانفصال والعزلة فيما بينهم.<br/><br/>فجاءت هذه الدّراسة لتوضّح أثر الرّابطة القوميّة على الصّراعات الدّوليّة ، وذلك من خلال فهم الصّراع ، وارتباطه بفهوم الهويّة. وأهميّة الدّراسة تكمن في رصد أثر النّزعات الانفصاليّة للحركات القوميّة ، وسلوك الدّول المعنيّة بهذه النّزعات في التّجاوب معها. ويرتبط بهذا دور الهويّة في الصّراعات الدّوليّة ، ومدى ارتباطها بالتّحليل البنائي للعلاقات الدّوليّة وذلك بالتّطبيق على حالتي هذه الدّراسة ، و بيان طبيعة التّدخل الرّوسي و الغربي فيهما.<br/><br/>فقد ركّزت الدّراسة على واقع و تطوّر مشكلة تنامي الرّابطة القوميّة ، أو النّزعات القوميّة وتأثيرها على الصّراعات الدّولية وخاصّةً في مرحلة ما بعد نهاية الحرب الباردة. ومن أهم النّتائج التي توصّلت إليها الدّراسة أنّ للهويّة الرّوسيّة دور مهم جدًّا في التّدخل الرّوسي في كلتا حالتي الدّراسة " أوسيتيا الجنوبيّة وشبه جزيرة القرم ". فبذلك نجد أنّ للرابطة القوميّة أثر كبير في الصّراعات الدّوليّة ، وخاصّةً في الصّراعات الدّاخليّة ذات البعد الدّولي. فهذه الرّابطة لها دور مهم وفعّال في تحريك المشاعر القوميّة والتي بدورها قد تؤدّي إلى إشعال فتيل الصّراع الذي قد يصل إلى حدّ المطالبة بالانفصال ، والرّغبة في ممارسة الحقّ بتقرير المصير ونيل الاستقلال. و كذلك نجد بعد تحليل ردّة الفعل الرّوسيّة على الأحداث في أوسيتيا الجنوبيّة و شبه جزيرة القرم قد أظهر أنّ روسيا كانت تُجري مراجعة شاملة لكلّ سياساتها السّابقة ، وذلك من استسلام المواقف لتتحوّل إلى الاستعداد والمواجهة ، بل والاستباقيّة في بعض الأحيان لمواجهة النّفوذ الغربي المتزايد بقيادة الولايات المتّحدة في أراضي دول الاتّحاد السوفيتي السّابق. <br/>وخَلُصت الدّراسة كيف كان للقيادة الرّوسيّة دور فعّال في تجاوز وحسم الأزمتين ، وتَمثّل ذلك في شخص الرّئيس " بوتين " وتأثيره الواضح على السّياسة الخارجيّة الرّوسيّة ، و كيف استطاع استعادة المكانة الحقيقيّة لروسيا لتكون في مقدّمة الدّول الكبرى ، و لاعبّا دوليًّا مهمًّا لا يمكن تجاهله أو تجاوزه.<br/> |

| Summary, etc. | The current study has sought to shed light on the beginning of interest in the cultural dimension as a dimension of the international phenomenon, with the aim of enriching the field of international relations, especially during the periods of its development and renewal. Researchers have made many contributions and devoted their efforts to studying the dimension of culture. Consequently, a link between international relations and other fields of social sciences has been created, particularly after long periods of separation and isolation among them.<br/>Therefore, this study clarifies the impact of the national association on international conflicts through understanding conflict and its connection to the concept of identity. The significance of the study lies in monitoring the impact of separatism of national movements, and responding the countries concerned with this separatism to such movements. This is related to the role of identity in international conflicts, and the extent of its connection to the constructive analysis of international relations by applying to the two cases of the study, and explaining the nature of Russia and Western interference in both cases.<br/> The study has focused on the reality and development of the problem of growing the national association or national tendencies, and its impact on international conflicts, especially in the post-Cold War period. One of the most important findings of the study is that the Russian identity played a very important role in the Russian intervention in the two cases of the study (South Ossetia and Crimea). Then, the national association had a great influence on international conflicts, particularly international conflicts with an international dimension. This association played a key and effective role in stimulating national sentiments, which in turn may lead to igniting the fuse of the conflict. This may reach the point of demanding separation, independence, and the right of self-determination. After analyzing the Russian reaction to the events in South Ossetia and Crimea, Russia made a comprehensive review for all its previous policies by transforming from surrender to the status quo to preparation and confrontation, and sometimes proactive actions to counter the growing Western influence, led by the United States, on the countries of the former Soviet Union. The study has concluded that the Russian leadership under Putin played an effective role in overcoming and resolving the two crises. Consequently, the Russian leadership was able to restore Russia’s real position and to become an important international player that cannot be ignored<br/> |
