| Summary, etc. | تسعى الدراسة للجمع بين العلوم الإستراتيجية والعلاقات الدولية فموضوعها من الموضوعات البينية فالدراسة تستمد أهميتها وقيمتها العلمية والواقعية من أهمية الدراسات الأمنية والإستراتيجية في العلاقات الدولية كما يعد موضوع سباق التسلح من الموضوعات الحيوية المهمة كونه يعبر عن شكل من أشكال التعامل في مجال العلاقات الدولية، في إطار المدركات الإستراتيجية للقوى الدولية والإقليمية فسباق التسلح ظاهرة مهمة كونها تنطوي على استغلال كميات هائلة من الموارد التي قد تستخدم لمساعدة المجتمعات وسباقات التسلح يمكن أن يكون سببًا من أسباب الحرب، على الرغم من أن هناك نقاشأ حول كيف يحدث هذا.<br/> صار سباق التسلح الدولي بكل أشكاله التي تجتاح المجتمع الدولي من أهم مصادر الصراع الدولي بتنوع مظاهره سواء كان سياسيًا أو اقتصاديًا أو دعائيًا وربما حضاريًا، كما أن أدوات الصراع قد تتخذ نماذج له كالضغط والحصار والتهديد والمساومة والإغراء والتنازل والتحالف والتحريض والتآمر، لتبقى الحرب في نهاية المطاف نقطة النهاية في تطور بعض الصراعات الدولية ، واتساقا مع ذلك يمكن الإشارة إلى أننا في حقبة يمكن وصفها، بأنها حقبة سباق التسلح بامتياز، ففيها هبت رياح حرب باردة جديدة، مع توالي إعلان الدول الكبرى عن امتلاك أحدث الأسلحة المدمرة، الأمر الذي قد ينذر بحرب مستعرة، تستنزف خزائن تلك البلدان في سباق لا <br/>تبدو له نهاية، وأصبح التسلح قرارًا للتأكيد على حاجة، أو تحقيق لمصالح، أو استجابة لتحدٍّ ما، ولم يعد اصطلاحا عسكريًا (أي تكديس لطائرات، أو مدافع، ودبابات، وأسلحة دمار شامل فحسب) بل تحول إلى سياسة وإستراتيجية، وصار يحمل مضامين أمنية، ونمطًا للعلاقات تسعى الدول وخصوصًا الكبرى منها لفرض سلطتها وهيبتها من خلال تحقيق سبق فيه مهما كان الثمن، فتحول سباق التسلح إلى عنوان للعلاقات الدولية، ومعيار يقاس به التفوق الدولي، فقد قدمت الدول الكثير من إمكانياتها، وبددت العديد من ثرواتها القومية في سبيل التسلح، وانخرطت في سباق محموم للتسلح سعيًا وراء هدف سام هو تحقيق أمنها.<br/> |
