| Summary, etc. | بلورت القوى الاقليمية غير العربية ( تركيا ، ايران ، اسرائيل ) استراتيجية متكاملة لمفهوم أمنها وسبل تحقيقه، ووظفت لذلك كافة مصادرها السياسية والاقتصادية والثقافية والتعليمية <br/>فأصبحت تلك القوى ونتيجة لما شهدته المنطقة من تطورات سياسية بعد 2011- مُطالبة بتأسيس نظرية أمن جديدة ، تقوم على قراءة جديدة للواقع السياسى الاستراتيجى بل والثقافى الجديد ،وأن تعيد التفكير فى مكتسباتها من النظام الاقليمى.<br/><br/>هذا وقد اتضح أنه لا توجد دولة إقليمية فى الشرق الأوسط تمتلك القدرة أو السلطة الإقليمية المعترف بها لتحديد أو تولي القيادة في إنشاء نظام إقليمى؛ حيث إن الدول المؤثرة فى الشرق الأوسط هى مجموعة الدول التى تتمتع بموقع جغرافى يؤهلها للعب دور مؤثر قادر على التحكم فى توجهات وطموحات بقية اللاعبين الجيواستراتيجين ويساعدها على تحديد النفاذ إلى مناطق مهمة من الشرق الأوسط أو حجب تلك الموارد عن لاعب جيواستراتيجيى مهم أو يطمح ليكون كذلك فى تلك المنطقة ، وفى نفس الوقت، فإن أيديولوجية دول الشرق الأوسط لن تقبل نظام إقليمى يُفرض عليها من الخارج ، حيث إن هناك دولًا من خارج الإقليم فشلت في أن تكون قدوة فى تحديد المعايير الإقليمية ، ولكنها استخدمت الشرق الأوسط كمختبر للتجارب والتدخلات الجيوسياسية ، مستخدمةً النزاعات في المنطقة كأدوات لاكتساب ميزة على منافسيهم على المستوى العالمى.<br/><br/>من جهة أخرى ، تواجه منطقة الشرق الأوسط تحديات ضخمة ، ليست فقط فى عدم الثقة المتبادلة بين دول المنطقة وشكوكها تجاه بعضها البعض، بل فى تسخير التنافس الإقليمى من خلال الدعم المباشر أو بالوكالة ، بالإضافة إلى أن العلاقات بين دول تلك المنطقة تميل نحو سياسة القوة أو ممارسة العلاقات الدولية بالقوة فضلًا عن تصادم أو تعارض أجندات وطموحات القوى الثلاثة فى منطقة الشرق الأوسط <br/><br/>من جهة ثالثة ، فإن سياسات تلك القوى لها تأثيركبير على الأمن القومى المصرى ، حيث إن كل قوى منهم لديها مشروعها أوطموحها الإقليمى المتمثل فى بسط هيمنتها ونفوذها على المنطقة ككل فضلًا عن أن عدم امتلاك مصر حاليًا مقومات القوى الإقلمية وعدم امتلاكها أذرع إقليمية أو مشروع إقليمى يجعلها سياستها دائمًا متمثلة فى سياسة رد الفعل ، الأمر الذى يؤثر على فرص تعزيز مقومات الأمن القومى المصرى وأيضًا فرص لعب دور إقليمى مصرى فى منطقة الشرق الأوسط <br/> |

| Summary, etc. | The non-Arab regional powers (Turkey, Iran, Israel) have developed an integrated strategy for the concept of their security and ways to achieve it, and have employed all their political, economic, cultural and educational resources for this purpose.<br/>As a result of the political developments the region witnessed after 2011, these forces were required to establish a new security theory, based on a new reading of the new political, strategic and even cultural reality, and to rethink their gains from the regional system.<br/><br/>It has become clear that there is no regional state in the Middle East that possesses the recognized regional capacity or authority to determine or assume leadership in establishing a regional system. Whereas the influential countries in the Middle East are the group of countries that enjoy a geographical location that qualifies them to play an influential role capable of controlling the directions and ambitions of the rest of the geostrategic players and helping them determine access to important areas of the Middle East or withholding those resources from an important geostrategic player or who aspires to be so in the region. that area<br/><br/> At the same time, the ideology of the Middle Eastern countries will not accept a regional order imposed on them from the outside, as there are countries from outside the region that failed to set an example in setting regional standards, but rather used the Middle East as a laboratory for geopolitical experiments and interventions, using the conflicts in the region as tools to gain... An advantage over their competitors at the global level.<br/><br/>On the other hand, the Middle East region faces huge challenges, not only in the mutual mistrust between the countries of the region and their suspicions towards each other, but also in harnessing regional competition through direct or proxy support.<br/> In addition, the relations between the countries of that region tend towards power politics or the practice of international relations by force, in addition to the clash or conflict of the agendas and ambitions of the three powers in the Middle East region.<br/>On the third hand, the policies of these forces have a major impact on Egyptian national security, as each of them has its own project or regional ambition represented in extending its hegemony and influence over the region as a whole, in addition to the fact that Egypt does not currently possess the components of regional powers and does not possess regional arms or a regional project that makes it Its policy is always a policy of reaction, which affects the opportunities for strengthening the elements of Egyptian national security and also the opportunities for playing an Egyptian regional role in the Middle East region.<br/><br/> |
