| Summary, etc. | There is a rapid growth in the bridge construction sector in Egypt over the last few decades. These<br/>classes of projects are associated with cost overruns, emphasizing the need for a systematic<br/>analysis of the factors that influence cost overruns of bridge construction projects. Several studies<br/>have proposed quantitative and qualitative approaches to study the effect of variation orders that<br/>lead to cost overruns of construction projects. Nevertheless, few research efforts analyzed the<br/>effect on bridge construction projects. This study proposes a methodology for analyzing variation<br/>order causes that lead to cost overruns in construction bridge projects in Egypt using structural<br/>equation modeling. First, twenty-five variation order causes were collected from the literature and<br/>a list of 26 factors was compiled from eight previous bridge projects as a case study. These factors<br/>were chosen because they represent real-life situations and are supported by documented evidence<br/>and official data. These causes were discussed with eight experts through interviews to identify<br/>the variation order causes that influence cost overruns of bridge construction in Egypt. A final list<br/>of fifty-one variation order causes was included in a questionnaire survey and distributed to<br/>practitioners specializing in bridge construction from April to July 2022. Fifty-eight responses<br/>were obtained from different projects stockholders (owners, consultants and contractors). SPSS<br/>software was utilized to conduct statistical analysis for the responses obtained by calculating the<br/>mean and standard deviation. The most significant thirty causes of variation order were identified<br/>based on their estimated mean. AMOS software is used to perform structural equation modeling<br/>and determine the correlation and relationship with latent variables based on multidimensional<br/>performance factors. The analysis identified nineteen causes as the most significant ones that affect<br/>cost overruns in bridge construction. These causes are clustered in four latent variables, which are<br/>client-related (CI), consultant-related (CHS), contractor’s-related (CND), and project<br/>management-related (PPM). Eight hypotheses are developed with the aim of investigating the<br/>influences of these four fundamental latent factors on variation order causes and in order to check<br/>the relative impacts of these factors on one another. Two actual case studies of bridge construction<br/>in Egypt are analyzed against the identified nineteen cost overruns causes. |

| Summary, etc. | هناك نمو سريع في قطاع بناء الكبارى في مصر فى الآونة الاخيرة حيث تتسم هذه الفئة من المشروعات بزيادة فى التكلفة عن المخطط لها، مما يؤكد على ضرورة إجراء تحليل منهجي للعوامل التي تؤثر على زيادة التكلفة في مشروعات تشييد الكبارى. وقد قدمت الدراسات السابقة النهج الكمي والنوعي لدراسة تأثير أوامر التغيير التي تؤدي إلى زيادة فى التكلفة في مشروعات التشييد بصفة عامة. ومع ذلك، هناك القليل من الجهود البحثية التي قامت بدراسة زيادة التكلفة فى مشروعات تشييد الكبارى. وتقترح هذه الدراسة اسلوب لتحليل أسباب أوامر التغيير التي تؤدي إلى زيادة التكلفة في مشروعات الكبارى في مصر باستخدام نمذجة المعادلات الهيكلية وذلك من خلال منهجية تتكون من عدد من المراحل. فقد تم جمع 25 سببًا لطلبات أوامر التغيير التى تؤدى الى زيادة فى التكلفة من الأبحاث السابقة. كما تم دراسة عدد 26 سبباً فعلياً من عدد ثمانية مشروعات كبارى تم تنفيذها وتم مناقشة هذه الأسباب مع ثمانية خبراء من خلال المقابلات الشخصية لتحديد أهم أسباب أوامر التغيير التي تؤثر في زيادة تكلفة تشييد الكبارى في مصر. كما تم تجميع واصدار قائمة نهائية تحتوي على 51 سببًا لأسباب أوامر التغيير في استبيان تم توزيعه على الممارسين المتخصصين في مشروعات الكبارى. وقد قام 58 من الممارسين المتخصصين بالرد على الاستبيان حيث يمثل هؤلاء المتخصصين أطراف المشروعات المختلفة التى تشمل العملاء والاستشاريين والمقاولين. وقد تم استخدام برنامج SPSS لإجراء التحليل الإحصائي للاستبيانات التى تم الحصول عليها من خلال حسابات المتوسطات والانحراف المعياري لكل سبب على حده وتم تحديد ثلاثون سببًا بمثابة الاسباب الأكثر أهمية لأوامر التغيير واستخدام البحث برنامج AMOS لعمل نمذجة المعادلات الهيكلية وتحديد الارتباطات والعلاقات مع المتغيرات الكامنة استنادًا إلى عوامل الأداء متعددة الأبعاد. وعليه تم تحديد تسعة عشر سببًا كأهم الأسباب التي تؤثر في زيادة تكلفة مشروعات الكبارى. وتم تجميع هذه الأسباب في أربع متغيرات كامنة، وهي الاسباب المتعلقة بالعميل (CI) و الاسباب المتعلقة بالاستشاري (CHS) والاسباب المتعلقة بالمقاول (CND) و الاسباب المتعلقة بإدارة المشروع (PPM). وقام البحث بوضع ثماني فرضيات بهدف دراسة تأثير هذه العوامل الأربعة الأساسية على أسباب أوامر التغيير ولفحص التأثيرات النسبية لهذه العوامل على بعضها البعض. وتم عمل تحليل لحالتين دراسة فعلية لمشاريع تشييد كبارى في مصر لتحديد تأثير التسعة عشر سببًا على الزيادة فى تكلفة المشروعات المحددة. |
