| Summary, etc. | تم التركيز في هذه الرسالة موضوع إعادة الإعمار من وجهة نظر التخطيط البيئي وذلك لما للكوارث من أضرار جسيمة، وباعتبار أن التركيز على البيئة والحفاظ عليها في كل المجالات هو من أهم الموضوعات على الصعيد العالمي والمحلي، ولذلك يبرز التخطيط البيئي كأحد أهم المفاهيم الأساسية التي تضع المعيار البيئي كركيزة مهمة في العملية التخطيطية بهدف تحقيق الاستدامة، وباعتبار أن الكوارث الطبيعية والبشرية تخلف أضراراً بيئية عديدة ومستحدثة بسبب تعقيد وتطور المجتمعات وأساليب الحياة، بالإضافة إلى تفاقم الأضرار الناتجة عن الكوارث البشرية بسبب تطور الصناعات والأسلحة المستخدمة في النزاعات وغيرها من مسببات التلوث والأضرار البيئية.<br/>وتتعامل الرسالة مع التخطيط البيئي كاتجاه قوي وأداة فعالة يمكن استخدامها في مرحلة إعادة الإعمار ما بعد الكوارث والنزاعات حيث يسعى لتحقيق التوازن ما بين الانسان وبيئته بكل أشكالها الطبيعية والاجتماعية والثقافية، ويعين على اتخاذ الإجراءات التي تساعد على التعافي البيئي بعد الكارثة، وتخفيف آثار إعادة الإعمار نفسها، وتعزيز أهداف التنمية المستدامة طويلة الأجل، مما يجعله خياراً مناسباً يمكن الاعتماد عليه، لما يقدمه من حلول فعالة في الحفاظ على الموارد ومعالجة المشاكل البيئية الخطيرة الحاصلة، ولتحقيق هذا الغرض تقوم الرسالة بدراسة أبعاد إعادة الإعمار في إطار التخطيط البيئي للتوصل إلى مرتكزات عامة تساعد على الاستفادة من التخطيط البيئي في عملية إعادة الإعمار على مختلف مستوياتها, ومن ثم تطبيق هذه المرتكزات على مجموعة من التجارب العالمية والعربية في نفس المجال لاستنتاج منهجية عامة تساعد في مجال التخطيط البيئي خلال عملية إعادة الإعمار بشكل عام, ولإعمار مدينة حلب بشكل خاص، وقدم البحث دراسة لحالة مدينة حلب المنكوبة لتحديد الأضرار التي أصابتها بسبب النزاع المسلح والزلزال الأخير، مع الأخذ بالاعتبار الحالة البيئية للمدينة ما قبل النزاع, وذلك لدراسة إمكانية تطبيق بعض الآليات التخطيطية التي توصل إليها البحث على حالة مدينة حلب.<br/>وخلصت هذه الدراسة إلى مجموعة من الاستنتاجات والتوصيات بناء على الدراسة النظرية والحالات الدراسية المختلفة التي ساعدت بوضع مرتكزات ومنهجية إعادة الإعمار في إطار التخطيط البيئي مستفيدة من تجارب الغير وتقييم التجارب المحلية، لتجنب الأخطاء السابقة وتعزيز الصواب بناء على هذه التوصيات المستخلصة.<br/> |

Therefore، environmental planning emerges as one of the most important basic concepts that develop The environmental criterion is an important pillar in the planning process with the aim of achieving sustainability، considering that natural and human disasters cause numerous and new environmental damages due to the complexity and development of societies and lifestyles، in addition to the exacerbation of damages resulting from human disasters due to the development of industries and weapons used in conflicts and other causes of pollution and environmental damage. <br/>The thesis deals with environmental planning as a strong mechanism and an effective tool that can be used in the post-disaster and conflict reconstruction phase، as it seeks to achieve balance between man and his environment in all its natural، social and cultural forms، and helps to take measures that help environmental recovery after the disaster، and mitigate the effects of reconstruction itself. ، and promoting long-term sustainable development goals، which makes it an appropriate and reliable option، given the effective solutions it offers in preserving resources and addressing serious environmental problems. <br/>To achieve this purpose، the thesis studies the dimensions of reconstruction within the framework of environmental planning to reach general foundations that help to benefit from environmental planning in the process of reconstruction at its various levels، and then apply these foundations to a group of international and Arab experiences in the same field to conclude a general methodology that helps in The field of environmental planning during the reconstruction process in general، and for the reconstruction of the city of Aleppo in particular. <br/>The research presented a study of the case of the damaged city of Aleppo to determine the damages caused by the armed conflict and the recent earthquake، taking into account the environmental condition of the city before the conflict، in order to study the possibility of applying some of the planning mechanisms reached by the research to the case of the city of Aleppo. This study concluded with a set of conclusions and recommendations based on the theoretical study and the various case studies that helped to establish the foundations and methodology of reconstruction within the framework of environmental planning، benefiting from the experiences of others and the evaluation of local experiences، to avoid previous mistakes and enhance the correctness based on these recommendations.<br/> |
