| Summary, etc. | Purpose – The aim of the research is to examine the effect of public attitude on petty corruption at present as well as during the 25th of January events. <br/>Design/methodology/approach – This is survey research on the Traffic Authority Customers (N=390) in Cairo, Egypt. Akers social learning theory of crime and deviance is used as explained in Akers and Jennings (2009) and criticisms of this theory are taken into consideration. The researcher controls for individual and organizational level determinants that are identified by scholars as influencing people’s attitudes, and which could be known through Traffic Authority customers’ experiences. Because the dependent variable is binary, whether a person paid a bribe during last transaction with this Authority or not, the researcher uses Binary logistic regression. <br/>Findings – The findings indicate that people are more likely to engage in petty corruption when they see it as acceptable, have previous petty corruption experience and when they use a mediator. Also, of those who dealt with that civil service authority during and directly after the 25th of January events (N=161) 31% reported that they did not engage in petty corruption in comparison to previous years. They referred this to a change in attitude at the time. <br/>Originality/value – The policy implications of the research are important. The one size fits all policies to eradicate petty corruption has modest or no success because they are not based on country-specific and evidence-based results. Furthermore, they disregard the human dimension. On the other hand, an effective public policy to eradicate petty corruption should be tailored to the circumstances of each country and based upon research of the determinants that perpetuate petty corruption in this country. The results give us an insight into what affects Egyptians’ decision to involve in petty corruption. Public attitude does matter. |

(العدد = ٣٩٠) في القاهرة، مصر. تستخدم الباحثة نظرية آكرز للتعلم الاجتماعي للجريمة والانحراف وتتضمن متغيرات المستوى الفردي والتنظيمي التي يمكن أن تؤثر على توجهات الناس من الفساد الصغير، والتي يمكن معرفتها من خلال تجارب عملاء إدارة المرور، وتؤخذ الانتقادات الموجهة إلى هذه النظرية في الاعتبار. ولأن المتغير التابع ثنائي، إذا كان الشخص دفع رشوة خلال آخر معاملة مع هذه الإدارة أم لا، تستخدم الباحثة الانحدار اللوجستي الثنائي.<br/>النتائج - تشير النتائج الى أن التوجه العام عنصر مؤثر في قرارات المصريين بالتورط في الفساد. فالمصريون يكونون أكثر عرضة للانخراط في الفساد الصغير عندما يرون أنه مقبول، وتكون لديهم خبرة سابقة في الفساد الصغير، وعندما يستخدمون وسيطًا. كما أفاد ٣١٪ ممن تعاملوا مع وحدات إدارة المرور خلال أحداث ٢٥ يناير وبعدها مباشرة (العدد = ١٦١) أنهم لم يتورطوا في فساد صغير مقارنة بالسنوات السابقة. وأرجعوا ذلك إلى تغيير في التوجه في ذلك الوقت.<br/>القيمة – الأطروحة لها فائدة هامة فتطبيق السياسات المرسومة مسبقا من قبل الهيئات الدولية الرامية إلى القضاء على الفساد الصغير نجاحها متواضع أو لا تنجح لأنها لا تستند على نتائج خاصة بالبلد ذاتها قائمة على الأدلة. أيضا، هذه السياسات لا تأخذ البعد الإنساني في الاعتبار. تلقي النتائج الضوء على المحددات التي تؤثر على قرار المصريين بالتورط في الفساد الصغير. وتشير الى أن التوجه العام عنصر مؤثر في قرارات الناس بالتورط في الفساد. |
