| Summary, etc. | تركز هذه الأطروحة على التطور الذي شهده تقييم الأداء المؤسسي من مجرد الاعتماد على التقييم المالي والاقتصادي للمنظمات إلى الاهتمام أيضا بتقييم كفاءة وفعالية الأداء وتقييم العائد والأثر، ومع تبني معظم المنظمات وخاصة المنظمات العامة لخطط استراتيجية طويلة الأجل ومع انتشار مفهومي الاستدامة واستشراف المستقبل أصبحت هناك ضرورة ملحة للاهتمام أيضا بااتجاهات الأداء المؤسسي ومؤشراته في المستقبل.<br/>وحيث إن قدرة الأداء المؤسسي لأي منظمة تتوقف على المتغيرات المحيطة بها ومدى تأثيرها عليه، وحيث إن المتغيرات السياسية والاجتماعية والاقتصادية المعاصرة أصبحت أكثر قوة وتأثيرا في مستقبل أداء أي منظمة بالقدر الذي يستوجب وضع الآثار المستقبلية لنتائج لأداء الفعلي في الاعتبار عند إجراء عملية التقييم، إلا إن معظم أساليب تقييم الأداء المؤسسي لم تتطرق إلى قياس مدى تأثير نتائج الأداء الفعلية على نتائج الأداء المتوقعة في المستقبل، وإلى أي مدى تتوافق تلك النتائج المتوقعة مع النتائج المستهدفة للمنظمة موضوع التقييم، بما يتبين معه أهمية استحداث أساليب وأدوات تقيس البعد المستقبلي للأداء المؤسسي ومؤشراته المستقبلية.<br/>وحيث أن تحليل الاتجاه العام من أهم الأدوات الإحصائية التي تفسر اتجاهات سلوك أي منغير، فمن الممكن أن يلعب دورا هاما في تقييم الأداء المؤسسي، وذلك بما يمكن أن يقوم به من تحديد لاتجاهات الأداء والتنبؤ بها في المستقبل، ورصد للانحرافات المتوقعة في الأداء قبل حدوثها، وبما يتيح القائمين على المنظمات العمل على تفادي الانحرافات السلبية المتوقعة ودعم الإيجابية، وبالتالي سد الفجوة الموجودة في معظم أساليب تقييم الأداء المؤسسي.<br/>وحيث إن تحليل الاتجاه العام عادة ما يتم حسابه وفقا للبيانات الكاملة للسلسلة الزمنية محل التحليل، إلا أن ذلك قد يؤدي إلي أخذ فترات ماضية في الاعتبار ليس لها أي تأثير في الأداء المعاصر، وهو ما قد ينتج عنه تقديرات ليس لها علاقة بالواقع الحالي، وبالتالي تم العمل على تحسين عملية التنبؤ بالأداء المؤسسي من خلال استخدام الخطأ المعياري للتقدير RMSE في تحديد أحدث الفترات الزمنية التي يمكن استخدامها في عملية التنبؤ، وبالتالي الحصول على نتائج أكثر فعالية في تحليل الاتجاه العام للأداء المؤسسي.<br/>كما تم الاستعانة بتحليل الاتجاه العام في تصنيف حالات النمو والتدهور في أداء المنظمات، ولقد تبين من خلال هذا التصنيف وجود ثمانية حالات للنمو، وسبعة حالات للتدهور، وثلاث حالات للتذبذب، وحالة واحدة للثبات، وهذا التصميف سيساعد متخذي القرار من تحديد الموقف الحالي والمستقبلي لأداء منظماتهم، واتخاذ القرارات اللازمة لعلاج أي انحرافات عن الأهداف الموضوعة.<br/> |

| Summary, etc. | This thesis focuses on the development of institutional performance evaluation from the financial and economic evaluation, to evaluating the efficiency and effectiveness of performance, to evaluating the returns and impacts of the performance. <br/>where most organizations, especially public organizations adopt the concepts of sustainability and anticipate the future with long-term strategic plans, the methodologies of the institutional performance evaluation must focus on performance trends and its indicators in the future.<br/>The institutional performance of any organization depends on the variables that influence it. since the contemporary political, social, and economic variables become more influential in the future performance of any organization, it is necessary to identify the future impacts of the actual performance results in future performance. <br/>Most evaluation methodologies do not measure the effect of the actual performance results on future performance, and how far the expected results are compatible with the organization's targets. That proves the importance of developing the methodologies of institutional performance evaluation to be able to measure the future impacts of the current performance.<br/>Trend analysis is one of the statistical tools that explain the behavior of any variable. It can be used in evaluating institutional performance by identifying the performance trends and expecting them in the future. That can identify the expected deviations in performance before they occur. This may help in avoiding the expected negative deviations and supporting positive ones. That may help in filling the gap in the evaluation methods.<br/>The trend analysis is usually calculated using the complete time series that includes old data that does not influence the current data and may give estimates that are not correlated to the current reality. <br/>The root mean of square error RMSET can be used in identifying the recent periods that may be used in calculating the performance trend and forecasting it in the future.<br/>Trend analysis can also be used in classifying the cases of growth and deterioration of institutional performance. This classification includes eight cases of growth, seven cases of deterioration, three cases of fluctuation, and one case of stability. This classification will help decision-makers determine the current and future position of their organization’s performance and make decisions according to the organization's goals.<br/> |
