| Summary, etc. | Major Challenges faced in nowadays projects in both developed and developing countries are <br/>Schedule delay and cost overruns. Many types of research in the past have researched these delay <br/>and cost overruns issues in general & propose suitable measures to overcome this issue. The <br/>researcher found The Scarcity of studies that have been applied to the Electrified Public railway <br/>projects Despite the importance of the Subway and Railway Sector. The researcher has taken the <br/>Light rail Transit New Capital project (LRT) as a case study and the main objective were to Identify <br/>the Major factors that contribute to cost overruns in LRT project and to Identify the main factors <br/>causing Schedule delay in LRT project in addition to Identify the most effective strategies to <br/>minimize the effect of Cost overruns and schedule delays on completion of LRT project. <br/>The methodology adopted during research to validate the study is the literature review, case study, <br/>questionnaire survey. Results from each helped in validating research Assumptions and finding the <br/>most effective strategy to minimize the cost and Schedule Overruns. The Statistical Analysis for the <br/>Collected data from The Constructed Questionnaire that were distributed between All Parties <br/>involved in the LRT project “Client, Consultant and the Contractors “has proven positively the <br/>validity of Research Assumptions. As The Variation orders due to change in Project Design <br/>extremely cause Cost overruns and Schedule delays in addition to that Inaccurate estimates (for <br/>activities duration and cost) are major causes of LRT cost and schedule overruns. The statistical <br/>results prove also that Adequate Planning, controlling and proper management are most effective <br/>ways of minimizing LRT cost and schedule overruns. <br/> The research provides a strategy by integrating Pareto, Root Cause Analysis techniques that result <br/>in identifying the most effective methods to minimize Schedule and Cost Overruns Through Triple <br/>Actions the 1st is minimizing the Number of Variation orders, the 2nd Proceed in Techniques of <br/>Schedule Crashing and the 3rd enhancement of adequate Planning, Monitoring and Controlling <br/>During project execution. <br/>The research helps in integrating & providing knowledge of various practices that can be <br/>implemented in various aspects of construction to improve construction practices & reduce <br/>significant delay & cost overruns issues. | Summary, etc. | تتمثل التحديات الرئيسية التي تواجه المشاريع في الوقت الحاضر في كل من البلدان المتقدمة والنامية في تأخير الجدول الزمني وتجاوز التكاليف. لقد بحثت العديد من أنواع الأبحاث في الماضي في قضايا التأخير وتجاوز التكاليف بشكل عام واقترحت التدابير المناسبة للتغلب على هذه المشكلة. وقد توصل الباحث إلى ندرة الدراسات التي تم تطبيقها على مشاريع السكك الحديدية العامة المكهربة رغم أهمية قطاع مترو الأنفاق والسكك الحديدية. اتخذ الباحث مشروع النقل بالسكك الحديدية الخفيفة بالعاصمة الجديدة (LRT) كدراسة حالة وكان الهدف الرئيسي هو تحديد العوامل الرئيسية التي تساهم في تجاوز التكاليف في مشروع LRT وتحديد العوامل الرئيسية التي تسبب تأخير الجدول الزمني لمشروع LRT بالإضافة إلى ذلك لتحديد الاستراتيجيات الأكثر فاعلية لتقليل تأثير تجاوز التكاليف وتأخير الجدول الزمني عند الانتهاء من مشروع LRT <br/>المنهجية المعتمدة أثناء البحث للتحقق من صحة الدراسة هي مراجعة الأدبيات، ودراسة الحالة، ومسح الاستبيان. ساعدت النتائج من كل منها في التحقق من صحة فرضيات البحث وإيجاد الإستراتيجية الأكثر فاعلية لتقليل التكلفة وتجاوز الجدول الزمني. لقد أثبت التحليل الإحصائي للبيانات التي تم جمعها من الاستبيان المعد والتي تم توزيعها بين جميع الأطراف المشاركة في مشروع” LRT العميل والاستشاري والمقاولين” بشكل إيجابي صحة فرضيات البحث. نظرًا لأن أوامر التغيير (VO) بسبب التغيير في تصميم المشروع تتسبب بشكل كبير في تجاوز التكاليف وتأخير الجدول الزمني، بالإضافة إلى أن التقديرات غير الدقيقة (لمدة الأنشطة وتكاليفها) تعد من الأسباب الرئيسية لتكلفة LRT وتجاوز الجدول الزمني. تثبت النتائج الإحصائية أيضًا أن التخطيط المناسب والمراقبة والإدارة السليمة هي أكثر الطرق فاعلية لتقليل تكلفة LRT وتجاوز الجدول الزمني.<br/> يوفر البحث استراتيجية من خلال دمج تقنيات باريتو وRCA التي تؤدي إلى تحديد الأساليب الأكثر فاعلية لتقليل تجاوزات الجدول والتكلفة من خلال إجراءات ثلاثية: الأول هو تقليل عدد أوامر التغيير، والثاني هو المضي قدمًا في تقنيات ضغط الجدول الزمني ، والثالث هو تحسين التخطيط والمراقبة والتحكم الكافي أثناء تنفيذ المشروع.<br/>يساعد البحث في دمج وتوفير المعرفة بالممارسات المختلفة التي يمكن تنفيذها في مختلف جوانب الانشاء لتحسين ممارسات تنفيذ المشروعات وتقليل مشكلات التأخير الكبيرة وتجاوز التكاليف. يمكن أن تساعد الاستراتيجيات المختلفة التي صاغها الباحث في تجنب المخاطر وتقليلها ويمكن اعتمادها في المشروعات المستقبلية. |
