تظهر أهمية موقع العلاقات المدنية العسكرية في مراحل الانتقال السياسي، خاصة في الحالات المقترنة بالأزمات والصراعات الممتدة، إذ أن هناك حاجة لإعادة بناء الدولة الوطنية التي تعرضت لظروف قاسية شكلت تهديد وجودي للدولة ذاتها. وفي هذا السياق تشير العديد من التجارب إلى مدي التعقيدات الهائلة التي تواجه العلاقات المدنية العسكرية في مراحل الانتقال السياسي، خاصة الحالات التي شهدت اندلاع عنف كالحروب الأهلية، وما ينجم عنها من ظواهر انتشار المليشيات والفصائل المسلحة التي تحتكم إلى السلاح كما هو الوضع في حالة ليبيا، إضافة إلى ظواهر أخري مصاحبة مثل تنامي الإرهاب والتطرف والجريمة المنظمة، الأمر الذي يفرض الحاجة إلى عملية بناء السلام أولاً، وما تتطلبه من مبادرات لنزع السلاح، وعمليات اعادة الهيكلة والتسريح والادماج على التوازي مع تشكيل السلطة الانتقالية.

The significance of the location of civil-military relations becomes apparent during political transitions, particularly in situations involving crises and protracted conflicts, as it is necessary to rebuild the national state that may have faced severe challenges that posed an existential threat to its survival.
In this context, numerous experiences have demonstrated the immense complexities involved in civil-military relations during political transitions, particularly in cases where violence, such as civil wars, has erupted. These situations have led to the proliferation of militias and armed factions, which often wield significant power, as is the case in Libya.
In addition to other related issues such as terrorism, extremism, and organised crime, the peace-building process is necessary during political transitions. This process involves initiatives such as disarmament, restructuring, demobilisation, and integration, which must occur alongside the formation of the transitional authority.
