ﺍﻨﻁﻠﻘﺕ ﻫﺫﻩ ﺍﻟﺩﺭﺍﺴﺔ ﻤﻥ ﺍﻫﻤﻴﺔ ﺩﻭﺭ ﺍﻟﻁﺎﻗﺔ ﻓﻲ ﺍﻟﺴﻴﺎﺴﺔ ﺍﻟﺨﺎﺭﺠﻴﺔ ﻟﻠﺩﻭل ﺒﺼﻔﺔ ﻋﺎﻤﺔ ﻭ ﺍﻟﺴﻴﺎﺴﺔ ﺍﻟﺨﺎﺭﺠﻴﺔ ﺍﻟﺭﻭﺴﻴﺔ ﺒﺼﻔﺔ ﺨﺎﺼﺔ، ﻭﺫﻟﻙ ﻟﻤﻌﺭﻓﺔ ﺍﻟﻌﻼﻗﺔ ﺍﻟﺘﻲ ﺘﺭﺒﻁ ﺒﻴﻥ ﻤﺘﻐﻴﺭﻱ ﺍﻟﺩﺭﺍﺴﺔ ﻟﻼﺴﺘﻔﺎﺩﺓ ﻤﻥ ﻤﺩﺨل ﺍﻟﻁﺎﻗﺔ ﻓﻲ ﺍﻟﻤﺴﺘﻘﺒل ﻭﺍﻟﺫﻱ ﻴﻌﺩ ﻤﻥ ﺍﻫﻡ ﺍﻟﻤﺩﺍﺨل ﺍﻟﺘﻲ ﺘﺤﺩﺩ ﺍﻟﺴﻴﺎﺴﺔ ﺍﻟﺨﺎﺭﺠﻴﺔ ﻟﻠﺩﻭل، ﻭﺘﺘﻨﺎﻭ ل ﻫﺫﻩ ﺍﻟﺩﺭﺍﺴﺔ ﺩﻭﺭ ﻗﻭﺓ ﺍﻟﻁﺎﻗﺔ ﻭﺘﺄﺜﻴﺭﻫﺎ ﻓﻲ ﺍﻟﺴﻴﺎﺴﺔ ﺍﻟﺨﺎﺭﺠﻴﺔ ﻟﻠﺩﻭل، ﻭﺒﺎﻟﺘﺭﻜﻴﺯ ﻋﻠﻰ ﺩﻭﻟﺔ ﺭﻭﺴﻴﺎ ﺒﺴﺒﺏ ﺘﻐﻴﺭ ﻤﺤﻭﺭﻱ ﻓﻲ ﺘﺎﺭﻴﺦ ﺭﻭﺴﻴﺎ ﺍﻟﺤﺩﻴﺙ، ﺤﻴﺙ ﺘﻭﻟﻰ ﺍﻟﺭﺌﻴﺱ ﺍﻟﺭﻭﺴﻲ ”ﻓﻼﺩﻴﻤﻴﺭ ﺒﻭﺘﻴﻥ” ﺭﺌﺎﺴﺔ ﺍﻟﺩﻭﻟﺔ ﺍﻟﺭﻭﺴﻴﺔ ﻓﻲ ﻋﺎﻡ ٢٠٠٠ﻡ، ﻭﻗﺩ ﺘﺒﻨﻰ ﺒﻭﺘﻴﻥ ﻫﺩﻑ ﻗﻭﻤﻲ ﻏﺎﻴﺘﻪ ﺘﺤﻭل ﺍﻟﺩﻭﻟﺔ ﺍﻟﺭﻭﺴـﻴﺔ ﺇﻟـﻰ ﺭﻭﺴـﻴﺎ ﺍﻻﺘﺤﺎﺩﻴﺔ، ﺇﻀﺎﻓﺔ ﺇﻟﻰ ﺇﻋﺎﺩﺓ ﺭﻭﺴﻴﺎ ﺇﻟﻰ ﻤﻜﺎﻨﺘﻬﺎ ﺍﻟﺩﻭﻟﻴﺔ، ﻭﺍﻟﺘﻭﺠﻪ ﺇﻟﻰ ﻋﺎﻟﻡ ﻤﺘﻌﺩﺩ ﺍﻷﻗﻁﺎﺏ، ﻤﻥ ﺨﻼل ﺍﺴﺘﺨﺩﺍﻡ ﺃﺩﺍﺓ ﺍﻟﻁﺎﻗﺔ ﻓﻲ ﺴﻴﺎﺴﺎﺘﻬﺎ ﺍﻟﺨﺎﺭﺠﻴﺔ، ﻭﻫﻭ ﻤﺎ ﺸﻬﺩ ﺘﻁﻭيرﺍ كبيرﺍ ﻓﻲ ﺍﻟﺴﻴﺎﺴﺔ ﺍﻟﺩﺍﺨﻠﻴﺔ ﻭﺍﻟﺨﺎﺭﺠﻴﺔ ﺍﻟﺭﻭﺴﻴﺔ. ﻭﻗﺩ ﺭﻜﺯﺕ ﺍﻟﺩﺭﺍﺴﺔ ﻋﻠﻰ ﺜﻼﺙ ﻤﺤﺎﻭﺭ ﺭﺌﻴﺴﻴﺔ: ﺃﻭﻟﻬﻤﺎ ﺘﺤﺩﺜﺕ ﻋﻥ ﻤﻔﻬﻭﻡ ﻗﻭﺓ ﺍﻟﻁﺎﻗﺔ ﻭﺘﺄﺜﻴﺭﻫﺎ ﻓﻲ ﺍﻟﺴﻴﺎﺴﺔ ﺍﻟﺨﺎﺭﺠﻴﺔ، ﻭﺜﺎﻨﻴﻬﻤﺎ ﺘﺤﺩﺜﺕ ﻋﻥ ﻗﻭﺓ ﺍﻟﻁﺎﻗﺔ ﺍﻟﺭﻭﺴﻴﺔ ﻭﺘﺄﺜﻴﺭﻫﺎ ﻓﻲ ﺴـﻭﻕ ﺍﻟﻁﺎﻗﺔ ﺍﻟﻌﺎﻟﻤﻲ، ﻭﺜﺎﻟﺜﻬﻤﺎ ﺘﺤﺩﺜﺕ ﻋﻥ ﻗﻭﺓ ﺍﻟﻁﺎﻗﺔ ﻜﻤﺤﺩﺩ ﻟﻠﺘﻌﺎﻭﻥ ﻭﺍﻟﺘﻨﺎﻓﺱ، ﺒﻴﻥ ﺭﻭﺴﻴﺎ ﻭﺍﻟﺴﻌﻭﺩﻴﺔ ﻭﺘﺭﻜﻴﺎ ﻜﻤﺤﺩﺩ ﻟﻠﺘﻌﺎﻭﻥ، ﺃﻤﺎ ﺒﻴﻥ ﺭﻭﺴﻴﺎ ﻭﺍﻟﻭﻻﻴﺎﺕ ﺍﻟﻤﺘﺤﺩﺓ ﺍﻷﻤﺭﻴﻜﻴﺔ ﻜﻤﺤﺩﺩ ﻟﻠﺘﻨﺎﻓﺱ ﻓـﻲ ﺍﻟﺴـﻭﻕ ﺍﻷﻭﺭﻭﺒﻴﺔ ﻭﻤﻨﻁﻘﺔ ﺒﺤﺭ ﻗﺯﻭﻴﻥ.

This study was launched from the importance of the role of energy in the foreign policy of countries in
general and Russian foreign policy in particular, in order to know the relationship between the two
variables of the study to benefit from the energy entrance in the future, which is one of the most important
entrances that determine the foreign policy of countries, and this study deals with the role of power
Energy and its impact on the foreign policy of countries, focusing on the state of Russia due to a pivotal
change in the modern history of Russia, where Russian President “Vladimir Putin” assumed the
presidency of the Russian state in 2000 AD, and Putin adopted a national goal aimed at transforming the
Russian state into the Russian Federation, in addition to restoring Russia has moved to its international
position and is heading to a multipolar world by using the energy tool in its foreign policies, which has
witnessed a significant development in Russian domestic and foreign policy.
The study focused on three main axes: the first, it talked about the concept of energy power and its
impact on foreign policy, the second, it talked about the power of Russian energy and its impact on the
global energy market, and the third, it talked about energy power as a determinant of cooperation and
competition, between Russia, Saudi Arabia and Turkey as a determinant of cooperation, and between
Russia And the United States of America as a determinant of competition in the European market and the
Caspian Sea region.
