تهدف الدراسة إلى بحث دور أو تأثير العامل الخارجي على عملية التحولات السياسية، مع التركيز على دور الولايات المتحدة، وتحديداً نهج المشاركة المحدود الذي تبنته تجاه ليبيا في التأثير على عملية التحولات السياسية في ليبيا ما بعد 2011. وتنبع أهمية الدراسة من سعيها للكشف عن طبيعة الدور الأمريكي في ليبيا منذ 2011، ودرجة تأثيره على التحولات السياسية والاستقرار هناك، وهو الموضوع الذي لم يحظَ بمعالجة كافية. وذلك من خلال تحليل تأثير استراتيجية أو نهج المشاركة المحدودة للولايات المتحدة على تعثر التحولات السياسية في ليبيا. وتنبع أهيمتها أيضا، من معالجة تأثير الوضعية الداخلية الخاصة بليبيا في توسيع النفوذ الخارجي في الداخل وتأثيره على التحولات السياسية، كحالة عملية ونظرية ثرية جديدة.
