تنبع أهمية هذه الرسالة من أهمية معرفة تأثير التطور النوعى في منظومات التسليح الحديثة لا سيما على الطائرات بدون طيار كنموذج تطبيقى في استخدمها كإدة فاعلة في استراتيجية الولايات المتحدة لمكافحة الإرهاب من خلال التعرف على نبذة تاريخية عن الطائرات المسيرة و مهامها و أنواعها كذلك استخدمتها ، كما تم التعرض للاطار النظرى الداعم لتوظيف هذا التطور في هياكل و تنظيمات عسكرية ذات طابع جديد والتي من خلالها يمكن تحقيق اعلى كفاءة في تحقيق الأهداف الاستراتيجية العسكرية و كذلك الاستخدام المستقبلي لها، لذا فلقد قامت الدراسة باستعراض المفاهيم الأساسية للأسلحة الحديثة ( الطائرات بدون طيار ) و تحليل توظيفها نظريا من خلال اقتراب الثورة في الشئون العسكرية و المقارنة بين استخداماتها في فترة رئاسة كلا من بوش الابن و أوباما في الفترة من 2001و حتى 2016 من واقع العمليات العسكرية التي شهدتها تلك الفترة و أسلوب استخدامها ، تحليل الأهداف التي حققتها و انعكاسات استخدامها و من ثم الدلالات الأمنية و السياسية و الاقتصادية جراء استخدامها و انعكاس هذا الاستخدام على تحقيق اهداف الاستراتيجية العسكرية في نهاية الامر و تطبيقه في مكافحة الإرهاب في مناطق أخرى ، و لقد اعتمدت الدراسة على منهج دراسة الحالة لاستخدام هذا النوع من الأسلحة ( الطائرات المسيرة ) في أفغانستان على اعتباره نموذجا واضحا (Afghan model of warfare) ، و لقد خلصت الدراسة الى ان الولايات المتحدة قد نجحت في استخدام الطائرات المسيرة بما يتناسب مع المراحل المختلفة وانه يوجد تأثير مباشر للتطور النوعى للأسلحة ( الطائرات المسيرة ) في تحقيق الأهداف الاستراتيجية الامريكية على مختلف المستويات، ولكن هذا التأثير لم يأتي منفردا او بمعزل عن باقى العناصر الأخرى او الاعتماد على القوة العسكرية في قضية معقدة كقضية مكافحة الإرهاب او مكافحة التمرد

The significance of this thesis stems from the importance of knowing the impact of qualitative development in modern armament systems, especially on unmanned aircraft as an applied model in using them as an active tool in the United States’ strategy to combat terrorism, by identifying a historical overview of the drones, their missions, and types as well as its usage. the thesis exposes the new theoretical framework (RMA) that supports the employment of this development in military structures and organizations of a new nature, through which the highest performance can be achieved consequently attaining military strategic goals, as well as their forthcoming use, which may benefit the Egyptian and Arab decision-maker in developing their defence systems and improving the performance of forces and capabilities by adopting the same concept to make the best use of smart weapons and ultimately achieve the defined strategic goals efficiently at a lower human and economic cost. Therefore, the study presents the fundamental concepts of modern weapons (unmanned aircraft) and analyse their employment through the approach of revolution in military affairs(RMA), holding comparison between UAVs utilizations during the presidency of both Bush Jr. and Obama in the period from 2001 to 2016, The military operations that conducted during that period, the method of their use, an analysis of the goals they achieved , the repercussions of their use on achieving of the goals of the military strategy in the end and its application in combating terrorism in other regions, eventually the security, political and economic implications of their use. The study relied on the case study approach to the use of this type of weapon (drones) in Afghanistan as a clear model (Afghan model of warfare).



The study concluded that the United States has succeeded in utilising drones in proportion to the different stages and that There was a direct impact of the qualitative development of weapons (drones) in achieving the US Its strategic goals at various levels, but this effect did not come alone or in isolation from the rest of the other elements- or dependence on military force only-in a complex issue such as the issue of counter-terrorism or counter-insurgency.
