تهدف هذه الدراسة إلى بحث وتحليل دور التمويل الأجنبي للمنظمات غير الحكومية في فلسطين على تغيير توجهاتها من ثقافة المُقاومة إلى ثقافة السلم. يتثمل الإطار الزمني للبحث في الفترة من توقيع اتفاقيات أوسلو عام 1993 إلى عام 2015. وركزت الدراسة على ثلاث جمعيات كدراسة حالة وهي: جمعية الإغاثة الزراعية، والجمعية الفلسطينية للإغاثة الطبية، والرواد للثقافة والفنون. توصلت الرسالة إلى أن أولويات التمويل الأجنبي ركزت على قضايا كالجندر، ونشر الديمقراطية، والقيم الليبرالية أكثر من ارتباطها بالمطالب والاهتمامات الرئيسية للفلسطينيين وهي حماية أراضيهم، والتحرر من الاحتلال الإسرائيلي. توصلت أيضًا إلى اهتمام المانحين الأجانب بالتركيز على مشروعات قصيرة الأجل يُمكن قياس نتائجها، وأنهم ألزموا الجمعيات التي تتلقى التمويل بالتوقيع على بيان بنبذ العُنف، والتطبيع مع إسرائيل دون أن يأخذوا في اعتبارهم السياسات التوسعية الاستيطانية للحكومة الإسرائيلية في الأراضي الفلسطينية المُحتلة.
The objective of this study is to identity the impact of foreign funding on Palestinian NGOs in changing their attitudes from a culture of resistance to a peace culture. The time period of the study starts from the signing of the Oslo agreement in 1993 to 2015. The study focused on three NGOs in the West Bank as case studies. The study concludes that the strategy of foreign donors reflects their interests and priorities and not related to the needs and aspirations of the Palestinian public. NGOs in the West Bank adopt a strategy of engaging in global issues and concepts with donors, such as gender equality, democracy, and liberalism, while neglecting Palestinians concerns over their over their land and independence. On the contrary, donors were keen on encouraging the Palestinians for reconciliation with Israel. They further concentrated on short-term projects with measurable results. They emphasized peace relations between Israel and the Palestinians and they sought to spread these ideas notwithstanding the aggressive and expansionist of Israel.
