تمر المملكة العربية السعودية حالياً بقفزة تنموية واقتصادية هائلة، تستدعي أن يصاحبها تطور في بعض المجالات ومن ضمنها إدارة الكوارث وخاصة على المستوى المحلي لضمان أن تتمكن المحافظات والمدن الحالية والجديدة مثل (نيوم، وذا لاين) من مجابهة الكوارث بشكل أمثل.
استعرضت الدراسة تجارب الدول محل المقارنة في إدارة الكوارث على المستوى المحلي وما تحتويه تجارب الدول من تشريعات منظمة لإدارة الكوارث خاصة على المستوى المحلي والمهام المناطة بالمسؤولين عن إدارة الكوارث وكيفية إدارتها.
أظهرت نتائج الدراسة المطبقة على الوحدات الإدارة التي تشترك في إدارة الكوارث على المستوى المحلي في المدن المطبقة فيها الدراسة (الدفاع المدني ــ مديرية الشؤون الصحية ـ فرع وزارة النقل ـ الأمانة/ البلدية ـ مراكز التنمية الاجتماعية ـ هيئة الأرصاد) بأنه لا يوجد تنسيق حالي بين هذه الجهات لإدارة الكوارث، كما أنها لا تستعين بخبراء في إدارة الكوارث، ولا يوجد لدى معظم هذه الجهات على المستوى المحلي أي خطط بديلة في حال فشلت الخطط الرئيسية لمواجهة الكوارث، وكما بينت الدراسة أن وحدات الدفاع المدني على المستوى المحلي هي المعني الرئيسي بمواجهة الكوارث، كما أظهرت النتائج بأن خطط التعافي من الكوارث لا تراعي الرفاه الاجتماعي لما بعد الكارثة ولا تتوفر لمعظم تلك الوحدات الإدارية أي مخصصات لمواجهة الحالات الطارئة والناشئة.
أوصت الدراسة بضرورة إنشاء كيان مستقل لإدارة الكوارث في المملكة العربية السعودية مع إصدار أطر قانونية وتشريعية تنظم عمل هذا الكيان، واقترحت نموذجاً لإدارة الكوارث على المستوى المحلي.

The Kingdom of Saudi Arabia is currently going through a huge developmental and economic leap, which necessitates development in some areas, including disaster management, especially at the local level, to ensure that the current and new governorates and cities such as (NEOM and The Line) can cope with disasters optimally.
The study has explored the experiences of the countries under study in managing disasters at the local level, the legislation of these countries that regulate the management of these disasters, especially at the local level, and the tasks assigned to those responsible for managing disasters and how to manage them.
The results of the study applied to the administrative units (Civil Defence, Directorate of Health Affairs, Ministry of Transport Branch, Municipality, Social Development Centers, Meteorological Authority) that participate in disaster management at the local level showed that there is no current coordination between disaster management agencies, and they do not resort to the assistance of experts in disaster management, and most of these agencies do not have any alternative plans at the local level in case the main plans for dealing with disasters fail. The study also showed that civil defense units at the local level are mainly responsible for facing disasters. The results also demonstrated that disaster recovery plans do not take into account the social welfare after the disaster, and most of these administrative units do not have any allocations to deal with emergency cases.
The study recommended the need to establish an independent entity for disaster management in the Kingdom of Saudi Arabia with the issuance of legal and legislative frameworks that regulate the work of this entity, and suggested a model for disaster management at the local level.
