واحدة من الدراسات فى مجال العمل الجمركي التي تهدف بشكل رئيسي إلي التركيز علي الإجراءات الجمركية فى مجال حماية البيئة، فبدأت الدراسة بتوضيح أهمية حماية البيئة وما حدث من تدهور لها، ثم ركزت علي تحليل الهيكل الاداري لمصلحة الجمارك والادارات التي تقوم بتطبيق الإجراءات الجمركية البيئية مع شرح لإدارة الجمارك الخضراء فى الهيكل الإداري، ثم قدمت الدراسة بديلين لتطوير تلك الإدارة البديل الأول بتطويرها لتصبح إدارة مركزية كاملة مختصة بكافة اعمال صياغة السياسات البيئية ومتابعة تنفيذها والبديل الثاني تشكيل لجنة عليا للجمارك الخضراء تكون مختصة بصياغة السياسات البيئية علي مستوي مصلحة الجمارك كلها ويشترك فى صياغتها وتنفيذها كل الإدارات المعنية، واستعرضت الدراسة الجهات المنوطة بحماية البيئة فى مصر وآلية التعاون مع الجمارك مع تقديم أشكال من التعاون مع بعض الجهات ذات الصلة التي تعاون الجمارك فى عملها، مع التركيز علي أهمية الأدوار التي تقوم بها المصلحة فى مجال الحماية للإقتصاد و البيئة أو غيرها من أوجه الحماية التي تقوم بها، وقد اهتمت الدراسة بتحديد الاجراءات التي تقوم بها الجمارك لمنع البضائع الضارة بالبيئة أو إحكام الرقابة عليها إضافة إلي التسهيلات التي تطبقها الجمارك لدخول البضائع صديقة البيئة مع ذكر الكثير من الأمثلة فى هذا الشأن، وأوضحت بعض القصور فى التعامل مع البضائع صديقة البيئة، وأخيراً استعرضت الدراسة دور مبادرة الجمارك الخضراء العالمية وتوضيح شركاء تلك المبادرة ودور الإدارات الجمركية فيها مع مقارنة الاتفاقيات البيئية متعددة الاطراف وتوضيح أهدافها ودور الجمارك فيها، وقد خلصت الدراسة إلي أهمية دور مصلحة الجمارك فى حماية البيئة من أخطار البضائع التي تعبر الحدود المصرية بسبب ما تنفذه من قرارات وإجراءات بالتعاون مع الكثير من الجهات ذات الصلة، مع توضيح نقص التدريب الموجه للعاملين فى هذا المجال وقلة التراكم والخبرات لدي العاملين مما يستدعي توجيه التدريب فى المرحلة المقبلة تجاه العاملين فى قطاع العمليات الجمركية، مما يؤدي الي زيادة قدرة الجمارك لمواكبة التعقيدات البيئية فى المرحلة القادمة.

This study is considered one of the studies in the field of customs work that mainly aims to focus on customs procedures in the field of environmental protection. The study began by clarifying the importance of protecting the environment and the deterioration that occurred in it, then focused on providing an analysis of the administrative structure of the customs authority, and departments that implement customs procedures, in addition to an explanation of the green customs administration in the Organizational structure, Then the study presented two alternatives for developing this administration, the first alternative was developing it into a complete central administration specialized in all the work of formulating environmental policies and following up on their implementation, and the second alternative was establishing A higher level committee for green customs responsible for formulating environmental policies at the level of the entire customs department, and all relevant departments participate in their implementation. The study reviewed the agencies entrusted with protecting the environment in Egypt and the mechanism of cooperation with customs, while providing forms of cooperation with some of the relevant bodies that cooperate with customs in their work, with a focus on: Emphasizing the importance of the roles played by the Department in the field of protection of the economy and the environment or other aspects of protection that it carries out, the study was concerned with determining the procedures that customs takes to prevent goods that are harmful to the environment or tighten control over them, in addition to the facilities that customs applies for the entry of environmentally friendly goods with many examples in this regard, and it highlighted some deficiencies in dealing with environmentally friendly goods. Finally, the study reviewed the role of the global green customs initiative and clarified the partners of that initiative and the role of customs administrations in it, while comparing multiple environmental agreements. Parties and clarifying their objectives and the role of customs in them. The study concluded the importance of the role of the Customs Authority in protecting the environment from the dangers of goods that cross the Egyptian border due to the decisions and procedures it implements in cooperation with many relevant Authorities that provide technical support and then Customs implements the appropriate decision regarding them. While clarifying the lack of training directed to workers in this field and the lack of accumulation and experience among workers, which requires directing training in the next stage towards workers in the customs operations sector, which leads to increasing the ability of customs to keep pace with environmental complexities in the next stage.
