تسعى هذه الدراسة إلى بحث تأثير مساعدات التنمية الرسمية على عملية صناعة القرار السياسي في الدول المتلقية من خلال تطبيق ذلك على حالة مساعدات التنمية الرسمية الأوروبية المقدمة لمصر في الفترة من 2011 إلى 2016 وبالتركيز على قطاعي التعليم والزراعة وهي من القطاعات الواعدة في مجال المساعدات الإنمائية بشكل عام.
وقد توصلت الدراسة إلى عدة نتائج أبرزها هو أن مساعدات التنمية الرسمية التي تقدم من الدول المانحة تؤثر على شكل عملية صنع القرار في القطاعات المعنية، وكذا في المؤسسات والهيئات المتلقية للمساعدات، واتضح تأثير المساعدات الأوروبية لمصر خلال فترة الدراسة من 2011 إلى 2016 في العديد من الجوانب وعلى رأسها فيما يتعلق بصياغة استراتيجيات جديدة لقطاعات الطاقة والمياه والصرف الصحي، وكذا تعديل استراتيجيات موجودة في قطاعات المخلفات الصلبة والتعليم الفني والتدريب المهني، كما أثرت مساعدات التنمية الرسمية الأوروبية لمصر في الفترة محل الدراسة على عملية اختيار فرق العمل في المكاتب الفنية للوزارات والمحافظات التي شملتها البرامج عبر تأثير غير مباشر مرتبط بتدريب الجانب الأوروبي للمتخصصين في هذه الجهات بحيث يتم تأهيلهم لاحقاً ليكونوا من أبرز المختصين بدعم اتخاذ القرار بناء على ما تلقوه من تدريب قد بساهم في دعم مسار المشروعات الأوروبية في مصر

Assistances to Egypt in the education and agricultural sectors in the period from 2011 – 2016.
This study seeks to examine the impact of official development aid on the political decision-making process in recipient countries by applying this to the case of European official development aid provided to Egypt in the period from 2011 to 2016 and by focusing on the education and agricultural sectors, which are among the most promising sectors in the field of development aid in general.
The study reached several results, the most prominent of which is that official development aid provided by donor countries affects the form of the decision-making process in the sectors concerned, as well as in the institutions and bodies receiving aid. The impact of European aid to Egypt became clear during the study period from 2011 to 2016 in many aspects. Most notably, regarding formulating new strategies for the energy, water, and sanitation sectors, as well as modifying existing strategies in the solid waste, technical education, and vocational training sectors. European official development aid to Egypt in the period under study also affected the process of selecting work teams in the technical offices of the ministries and governorates included in the programs. Through an indirect effect linked to the training of specialists in these bodies by the European side, so that they are later qualified to be among the most prominent specialists in supporting decision-making based on the training they have received, which may have contributed to supporting the course of European projects in Egypt.
