Dissertation note: Thesis (Ph.D)-Cairo University, 2023. Summary: Disputes over breaches of administrative construction contracts are subject to the supervision of the administrative judiciary. According to the special nature the resolution of these disputes through litigation, there was a great need to use the artificial intelligence to simulate litigation outcome to back up the decision of litigation. The purpose of this research is to present a rule-based litigation expert system (RB-LES) for simulating the induction of the litigation outcome process using knowledge derived from 403 lawsuits stored in the archive of the Supreme Administrative Court. 2) Clauses of the Egyptian Public Tender Laws, as well as their executive Regulations. 3) The legal principles were approved by the Technical Office of the Fatwa and the Legislation Department of the Egyptian Council of State. The (RB-LES) architecture and elements are presented, as well as their functions. The applicability of the (RB-LES) has been demonstrated in five real lawsuitSummary: يعد استنتاج نتائج التقاضي لنزاعات الإخلال بتنفيذ عقود التشييد الإدارية عملية هامة في دعم قرار اللجوء التقاضي من عدمه. يقدم هذا البحث نظام تقاضى خبيرى قائم على القواعد الشرطية يمكنه تحقيق ذلك الإستنتاج ويتكون هذا النظام الخبيرى من قاعدة بيانات تخزن بها الحقائق المجمعة في مجال هذه النزاعات ، وقواعد إستنتاج الحقائق الجديدة , ومحرك الاستدلال للتحكم في عملية الاستدلال و تتكون القواعد من أحداث ومقترحات, تم تحديد خصائص البيانات من عدد 403 دعوى قضائية مخزنة بالمحكمة الإدارية العليا مع مراعاة مواد القانون الإداري وقانوني المناقصات والمزايدات و المبادئ القانونية التي قررها المكتب الفني لقسم الفتوى والتشريع بمجلس الدولة المصري, تم اعتماد استخدام برنامج (SQL Server Management Studio (SSMS)) لتكوين وتطوير جميع أجزاء نظام التقاضي الخبيرى وتطبيق هذ النظام الخبيرى سيعود بالنفع على كافة أطراف عقود التشييد الإدارية حال التنازع فيما بينهم بخصوص خرق تلك العقود حيث يمنح ذلك النظام أطراف تلك العقود توقعات مسبقة لنتائج التقاضي لتلك النزاعات.
