تناولت خلال هذه الدراسة أحد الأجهزة الرئيسية للأمم المتحدة، وهو المجلس الاقتصادي والاجتماعي للأمم المتحدة، وهو أحد الأجهزة الرئيسية المعنية بالتنسيق والمتابعة في تحقيق أهداف التعاون الدولي الاقتصادي، وتحقيق أهداف التنمية الاقتصادية والمستدامة، وقد تناولنا بالتحليل دور المجلس كجهاز رئيسي من أجهزة الأمم المتحدة في تحقيق التنمية المستدامة، ويكتسب هذا الموضوع أهميته من الجدل الذي أثير حول المجلسُ الاقتصادي والاجتماعي من جدل على مدار العقود الماضية، خصوصا فيما يتعلق بدوره وإنجازاته وفعاليته في مجال التعاون الاقتصادي الدولي، وازدادت أهميته مع إقرار الحقّ في التنمية كحق من حقوق الإنسان، واهتمام المنظمة الأممية بموضوع التنمية، وإنشائها برامجَ لتحقيق التنمية، حيث أصبح الحقُّ في التنمية أحدَ الحقوق الإنسانية المعترف بها التي يقع على عاتق الأمم المتحدة وأجهزتها الرئيسية تحقيقُها.
وقد تناولت الدراسة هذا الموضوعَ من أكثر من جانب، حيث تناولت في البداية نشأةَ وتطور المجلس الاقتصادي والاجتماعي للأمم المتحدة، بدايةً من نشأة التنظيم الدولي وعصبة الأمم، ثم نشأةَ وطبيعة المجلس الاقتصادي والاجتماعي ووظائفه، ثم الإطارَ المؤسسي والقانوني للمجلس من حيث التشكيل والعضوية والتمثيل وإجراءات العمل فيه، ثم عرضت لمفهوم وعناصر التنمية الاقتصادية والتنمية المستدامة، والحق في التنمية الدولية، وماهيته وعناصره، ثم تناولت دورَ المجتمع الدولي في تحقيق التنمية ومسؤوليته إزاءها، ثم تناولنا متطلباتِ تحقيق التنمية الاقتصادية الوطنية والدولية، ثم عرضت في الفصل الثاني من الباب الأول لعلاقة المجلس الاقتصادي والاجتماعي بالمؤسسات الدولية المعنية بعملية التنمية، وفي القلب منها المنظماتُ المتخصصةُ والمنظماتُ غيرُ الحكومية، وطريقة التفاعل والعلاقة وأثر ذلك على دور المجلس في تحقيق عملية التنمية الاقتصادية، ثم بينت طبيعةَ اتفاقات الوصل بين المجلس والمنظمات المتخصصة، والمنظمات غير الحكومية، وعرضت فيما بعد لعلاقة المجلس بالمؤسسات الدولية المعنية بالتنمية وعلى رأسها البنكُ الدولي، ومؤتمر الأمم المتحدة للتجارة والتنمية، الأونكتاد، ومؤتمر الأمم المتحدة للتنمية الصناعية اليونيدو، ومنظمة التجارة العالمية، ثم خصّصت الدراسة البابَ الثانيَ لتناول مصادر تمويل التنمية الاقتصادية في الدول النامية، ودور المجلس الاقتصادي والاجتماعي في تنمية وتعزيز هذه المصادر، فعرضنا لأهم هذه المصادر الداخلية والخارجية، ثم عرضت لدور المجلس الاقتصادي والاجتماعي الذي يلعبه في هذا الصدد ، من خلال العرض لمنتديات المجلس المعنية بتمويل التنمية، ومنتدى التمويل الإنمائي، والمنتدى السياسي رفيع المستوى، وأخيرًا عرضنا لإنجازات وفاعلية المجلس الاقتصادي والاجتماعي، فيما يتعلق بتحقيق أهدافه التنموية، ثم استعرضنا مراحلَ تطوير المجلس الاقتصادي والاجتماعي ومقترحات تطويره، والمنظور المستقبلي للمجلس.

In this study, the United Nations Economic and Social Council (ESC) was discussed, one of the main UN bodies that tasked with coordinating and following up efforts to realize the objectives of international economic cooperation and economic and sustainable development. We have examined the Council's role as the major UN body in achieving sustainable development. The controversy surrounding the ESC over the past few decades, particularly in relation to its accomplishments, effectiveness, and role in the field of international economic cooperation, has given this topic significant importance. Furthermore, the right to development has grown in significance due to the UN's interest in the topic, the establishment of programs to further development, and the recognition of the right to development as one of human rights. As a result, the UN and its main bodies are now accountable for achieving this right.
The study approached this topic from multiple angles. First, it addressed the formation and evolution of the United Nations Economic and Social Council, starting with the formation of the League of Nations and international organizations. Next, it addressed the nature and functions of the Council, as well as its institutional and legal framework, including its composition, membership, representation, and working procedures within it. After that, it was discussed the idea and elements of sustainable and economic development, as well as the nature and components of the right to international development. Next, the responsibility and role that the international community has in achieving development were discussed. Next, we talked about what is needed to achieve both national and international economic development. in the second chapter, part One, it was discussed the connection between the ESC with international organizations involved in the process of development. At the center of such connection are the non-governmental organizations and specialized organizations, their interactions, and the way that this affects the Council's role in carrying out the economic development process. Next, the relationships between the Council, the specialized organizations, and the non-governmental organizations through the link agreements were described. It later presented the Council’s relationship with international institutions concerned with development, led by the World Bank, the United Nations Conference on Trade and Development, UNCTAD, the United Nations Industrial Development Conference, UNIDO, and the World Trade Organization. The study then devoted the second part to addressing the sources of financing for economic development in developing countries, and the role of the ESC in developing and strengthening these sources. The most significant of these internal and external sources were highlighted, followed by the ESC's role in this area as demonstrated by the High-Level Political Forum and the Development Finance Forum, two of the Council's forums for discussing development financing. Lastly, we highlighted the Council's achievements and efficacy in reaching its development objectives. In the end, we went over the ESC's development stages, development proposals, and perspectives for the future.
