تناولت هذه الدراسة العوامل المؤثرة في تشكيل أطر المعالجة الصحفية في المواقع العراقية نحو قضية المحاصصة, من خلال رصد وتفسير الاطر التي وظفتها هذه المواقع الإخبارية وتحليل خصائصها وانماط مصادرها للقوى الفاعلة والمؤثرة من التيارات والأحزاب السياسية والدينية والقومية, ومدى تاثيرها على الاستقرار الحكومي حتى اصبحت طرفا" في تاجيج حدة الصراعات الداخلية, والعوامل المؤثرة عليها وفي مقدمتها السياسة التحريرية ونمط الملكية وطبيعة الجمهور, وأجابت عن التساؤل المهم ما أهم القضايا الرئيسية التي استخدمت نحو القضية المدروسة في المواقع عينة الدراسة الاربعة, وعن دور القائم بالاتصال بتعزيز تلك القضايا, حيث احتلت فيها القضايا السياسية المرتبة الاولى في جميع تلك المواقع, والاطر الخبرية التي استخدمت في الدراسة نحو القضية التي كان لإطار الصراع فيها الصدارة من بين جميع الأطر في مواقع العينة, وعن انعكاسات المحاصصة السياسية من حيث أسبابها ودوافعها وتداعياتها على فاعلية العمل السياسي من وجهة نظر النخب السياسية, وفي ضوء هذا اعتمدت الدراسة على أداة تحليل المضمون كونها الأنسب في مثل هذه البحوث وهي أداة علمية من أدوات المنهج الوصفي لاستخراج نتائج رقمية محددة بغية الحصول على البيانات الدقيقة حول أسئلة الدراسة وبمعدل 2600 مادة خبرية, لمختلف الأشكال الصحفية من (خبر- تقرير إخباري- قصة خبرية)؛ بالشهر الصناعي في الفترة من 1 يناير 2022م ولغاية 31 ديسمبر2022م , وعليه فقد وضع الباحث استمارة خاصة بتحليل مضمون المواقع الإخبارية الإلكترونية الأربعة (موقع الفرات نيوز- موقع الرافدين- موقع كردستان 24- موقع السومرية نيوز) التي تضمنتها عينة الدراسة مستفيدا بما يتناسب مع طبيعة قضية المحاصصة السياسية, وتصنيف المواضيع التي يريد دراستها من خلال المعالجة الصحفية في المواقع الإخبارية, ومصادر الأخبار المعتمدة والمحركين الاساسيين والفاعلين الحقيقيين في المضمون؛ وكذلك دراسة ميدانية لصحيفة الاستقصاء لجمع بيانات القائمين بالاتصال في المواقع الإخبارية الإلكترونية العراقية محل الدراسة للوقوف على العوامل المؤثرة في تشكيل أطر المعالجة الصحفية في إطار البيانات المرتبطة بموضوع الدراسة وأهدافها بواقع 200 استمارة موزعة على القائمين بالاتصال على مختلف المواقع الإخبارية؛ حيث طبقت الدراسة خلال الفترة من يناير 2023- لغاية يوليو 2023م؛ ودليل المقابلات المتعمقة المقننة لأربعة محاور رئيسية تخص القضية المدروسة بعدد (64) مع النخب السياسية العراقية من المهتمين بالشان الداخلي العراقي, وأصحاب نفوذ في صناعة القرار السياسي للبلاد, والذين لهم باع طويل فيما يخص قضايا العراق وذلك في الفترة من بداية العام 1 يناير 2023م ولغاية يوليو من نفس العام.

This study examined the factors influencing the formation of journalistic treatment frameworks in Iraqi websites towards the issue of quotas, by monitoring and interpreting the frameworks employed by these news websites and analyzing their characteristics and patterns of sources for the effective and influential forces of political, religious and nationalist movements and parties, and the extent of their impact on government stability until they became a party. In fueling the intensity of internal conflicts, and the factors affecting them, most notably the editorial policy, the pattern of ownership, and the nature of the audience, it answered the important question about the most important main issues that were used towards the issue studied in the four sample sites of the study, and about the role of the communicator in promoting those issues.Where political issues ranked first in all of those sites, and the news frames that were used in the study, such as the issue in which the conflict frame was at the forefront among all the frames in the sites in the study sample, and the implications of political quotas in terms of its causes, motivations, and repercussions on the effectiveness of political action from the point of view From the perspective of the political elites, and in light of this, the study relied on the content analysis tool as it is the most appropriate in such research. It is a scientific tool of the descriptive method to extract specific numerical results in order to obtain accurate data on the study questions, with an average of 2600 news items, for various journalistic forms (news - News report - news story) During the industrial month in the period from January 1, 2022 AD until December 31, 2022 AD, and accordingly, the researcher developed a special form to analyze the content of the four electronic news websites (Al-Furat News website - Al-Rafidain website - Kurdistan 24 website - Al-Sumaria News website) included in the study sample, making use of what is appropriate to the nature of the issue. Political quotas, and classification of topics that want to be studied through journalistic treatment on news sites, approved news sources, the main drivers, and the real actors in the content; As well as a field study for the survey newspaper to collect data from those responsible for communicating on the Iraqi electronic news sites under study to determine the factors influencing the formation of journalistic treatment frameworks within the framework of data related to the subject of the study and its objectives by 200 A form distributed to those responsible for contacting various news websites; The study was applied during the period from January 2023 - until July 2023; A guide to standardized in-depth interviews on four main topics related to the studied issue (64) with Iraqi political elites who are interested in Iraqi internal affairs, who have influence in the country’s political decision-making, and who have a long history with regard to Iraqi issues, during the period from the beginning of the year, January 1, 2023, until July of the same year.
