تهدف الرسالة نحو تحديد مدى إسهام المنظمات غير الحكومية المصرية في تحقيق التنمية البشرية وأهميتها وضرورة تحويلها إلى شراكة فعالة مع الحكومة وذلك من خلال معرفة ماهية التنمية البشرية ومؤشرات قياسها وأنواع تقارير التنمية البشرية المنوطة بذلك، وذلك مع رسم خريطة للمنظمات غير الحكومية في صورتها الأكثر إنتشارًا في مصر وهي الجمعيات الأهلية مع الإشارة إلى المتطلبات اللازم توافرها من أجل تحسين وتفعيل الشراكة بينهم وذلك في ظل المشكلات والتحديات التي تواجه الحكومة في فترة الدراسة والآليات المستخدمة في ذلك، وقد إتضح مدى إسهامها من دراسة حالة جمعية رسالة للأعمال الخيرية وذلك من خلال عرض برامجها وأنشطتها في مجالي التعليم والصحة في الفترة من 2011 م إلى 2021 م.
وتوصلت الدراسة إلى أن المنظمات غير الحكومية لها إسهامات متعددة في تحقيق التنمية البشرية من خلال مجموعة من الأنشطة والبرامج في مجالي التعليم والصحة، كما أن تحقيق التنمية البشرية عملية مهمة وأصبحت ضرورة ملحة من أجل تحسين جودة حياة المواطنين وتوسيع إختياراتهم والتي أصبحت ميزة تنافسية دولية وأن العملية تحتاج إلى شراكة فعالة مع المنظمات غير الحكومية، وأن العملية تحتاج إلى توافر العديد من المتطلبات كما أنها ليست بعملية سهلة حيث يواجه تحقيقها صعوبات عديدة وتتعدد الآليات التي يمكن الإعتماد عليها وأن الحكومة المصرية تعمل جاهدة على زيادة إسهامات المنظمات غير الحكومية في مجال تحقيق التنمية البشرية وتحويلها إلى شراكة فعالة وليست مجرد مشاركة في تقديم الخدمات الأساسية، ويتضح ذلك من خلال دعوات الحكومة إلى المشاركة في المبادرات المتنوعة في مجالات الصحة والتعليم مثل المبادرات الرئاسية وغيرها، وقد ظهرت هذه الإسهامات عند دراسة أنشطة وبرامج جمعية رسالة للأعمال الخيرية في مجالي التعليم والصحة في الفترة من 2011 م إلى 2021 م، لذلك يجب زيادة إسهام المنظمات غير الحكومية في تحقيق التنمية البشرية وتحويلها إلى شراكة فعالة مع الحكومة وذلك حتي ترتقي مصر إلى مصاف الدول ذات التنمية البشرية المرتفعة جدًا في تقارير التنمية البشرية العالمية الصادرة عن برنامج الأمم المتحدة الإنمائي.

The thesis aims at defining the contribution of Egyptian non-governmental organizations to achieving human development, its importance, and the need to transform it into an effective partnership with the government, by knowing what human development is, its measurement indicators, and the types of human development reports assigned to it, with a map of non-governmental organizations in their most prevalent form in Egypt. They are civil associations, with reference to the requirements that must be met in order to improve and activate the partnership between them, in light of the problems and challenges facing the government during the study period and the mechanisms used in that, Their contribution was evident through a case study Resala Charity Organization By presenting its programs and activities in the fields of education and health.
The thesis concluded that non-governmental organizations contribute significantly to achieving human development through various activities and programs in the fields of education and health, and that achieving human development is an important process and has become An urgent necessity in order to improve the quality of life of citizens and expand their choices, which has become an international competitive advantage. the process requires effective partnership with non-governmental organizations, the Egyptian government is working hard to increase the contributions of non-governmental organizations in the field of achieving human development and transforming them into an effective partnership and not just participation in providing basic services, These contributions appeared when studying the activities and programs of the Resala Charity Organization Works in the fields of education and health during the period from 2011 to 2021 Very high Human Development in the UNDP World Human Development Reports.
