تناولت الدراسة دور مجلس الأمن الدولي ومجلس السلم والأمن الإفريقي في تسوية الصراع في ليبيا منذ2011م، وتسوية الصراع في مالي منذ2012م، وقد هدفت إلى معرفة الكيفيَّة التي مارس بها المجلسان دورهما في تنفيذ التدابير التي تم اتخاذها لتسوية الصراع، ومعرفة أوجه التشابه والاختلاف، ومدى تأثير دور المجلسين ونجاحهما وإخفاقهما، ولتحقيق أهداف الدراسة وتساؤلاتها فقد اعتمد الباحث على اقتراب تحليل الدور والمنهج المقارن، ومنهج دراسة الحالة.
وتوصَّلت الدراسة إلى مجموعة من النتائج أهمها: اتضح أن دور مجلس الأمن الدولي في تسوية الصراع في ليبيا، كان سريعًا وفعَّالًا في البداية، ومن ثم أخذ هذا الدور في الانخفاض تدريجيًّا، وأصبح راعيًا لإدارة الأزمة السياسية والصراع فقط، في حين كان دوره في مالي غير مباشر باعتماده على الدول الفاعلة والمنظمات الإقليمية في تسوية الصراع. أما دور مجلس السلم والأمن الإفريقي في تسوية الصراع في ليبيا، فلم يكن له شأنٌ يُذكر، بسبب تدويل الصراع منذ بدايته، مما جعل دوره ضعيفًا رغم محاولته، في الفترة الأخيرة، احتواء الصراع باعتباره شأنًا إفريقيًا، وأما دوره في مالي، وبالرغم من ردة فعله المباشرة تجاه الصراع وحضوره القوي، فإنَّ بعض العراقيل قد واجهته، ما أدى إلى ضعفه وتواضع تأثيره وفاعليته في أغلب الأحيان.

The study addressed the role of the UN Security Council and the African Peace and Security Council in settling the conflict in Libya and Mali since 2011and 2012 respectively. It aimed to know how the two councils exercised their role in implementing the measures that were taken to settle and contain the two conflicts. In addition, the study aimed to explore the similarities and differences, and the extent of the influence of the role the two councils, their success and failure when it comes to conflicts. In order to achieve the objectives and answer the questions of the study, the researcher relied on approaching role analysis, a comparative approach, and a case study approach.
The study concluded that the role of the UN Security Council in settling the conflict in Libya was rapid, strong and effective at the beginning. However, its role began to be margin and took a new shape by sponsoring the management of the political dialogue of the crisis and conflict. In relation to the Malian conflict, the role of the UN Security Council was not direct as it relied on active countries and regional organizations to settle the conflict, Regarding the role of the African Peace and Security Council in settling the conflict in Libya, it had little significance due to the internationalization of the conflict since its beginning. This factor made the role of the African Peace and Security Council weak despite its enormous attempts to settle and contain the conflict as an African matter. In connection to the Malian conflict, although the African Peace and Security Council acted directly to the conflict with a strong presence, it faced some obstacles that weakened its influence and effectiveness to contain the conflict.
