أكدت الدراسة على دور المفوضية السامية فى حماية اللاجئين ودعمهم وتمكينهم من خلال المهام الرئيسية التى تقوم بها، وهى حماية اللاجئين، تقديم المساعدات، وجود حلول دائمة عن طريق تعزيز العودة الطوعية لبلد الأصل، اعادة التوطين، أو الإندماج المحلي فى البلد المضيف. وتوصلت إلى أن المفوضية طورت في أسلوب عملها لتتناسب مع سياقات مختلفة. فاتبعت نهجًا شاملًا للاستجابة يركز على رفع قدرات اللاجئين وتمكينهم وتعزيز قدرة المجتمعات المضيفة على استيعاب اللاجئين. كما أكدت الدراسة على أن استراتيجية المفوضية في مصر تعكس استراتيجيتها العالمية في حماية وتمكين اللاجئين في خمسة قطاعات رئيسية: الحماية، التعليم، الصحة، سبل المعيشة، والأمن الغذائي. كما أن المفوضية تقدم خدماتها لللاجئين في مصر وفقًا لمبادئها الخاصة بمجانية الخدمات وشموليتها ومبدأ المساواة بين اللاجئين. وتوصلت الدراسة إلى أن التنسيق في عمل المفوضية على المستوى العالمي والمستوى المحلي يُنظم من خلال خطط وآليات متنوعة. يشمل ذلك التواصل مع المؤسسات الدولية والمنظمات غير الحكومية، وعقد الاجتماعات والمنتديات للتنسيق والحوار، وجمع المعلومات وإعداد التقارير. وهَدف هذا التنسيق إلى تحقيق أفضل النتائج في تقديم الخدمات والدعم لللاجئين والحد من تداخل الجهود. كما أكدت الدراسة أن التنسيق بين المفوضية والمنظمات غير الحكومية تتسم بالفاعلية وذلك على مستوى التواصل ومتابعة العمل، عملية التخطيط واتخاذ القرارات الخاصة بالاستجابة لاحتياجات اللاجئين، ادارة التحديات والخلافات، ادارة البيانات وحمايتها وفقًا لآراء ممثلي المنظمات غيرالحكومية.

The study emphasized the role of the United Nations High Commissioner for Refugees (UNHCR) in protecting and supporting refugees and empowering them through its main tasks, which include refugee protection, assistance provision, and finding durable solutions through promoting voluntary repatriation, resettlement, or local integration in the host country. The study found that the UNHCR has developed its operational approach to adapt to different contexts. It has adopted a comprehensive response approach that focuses on enhancing the capacities and empowerment of refugees while strengthening the ability of host communities to accommodate refugees. The study also highlighted that the UNHCR's strategy in Egypt reflects its global strategy in protecting and empowering refugees in five main sectors: protection, education, health, livelihoods, and food security. The UNHCR provides its services to refugees in Egypt based on its principles of free and inclusive services and the principle of equality among refugees. The study concluded that coordination at both the global and local levels within the UNHCR is regulated through various plans and mechanisms. This includes communication with international institutions and non-governmental organizations, holding meetings and forums for coordination and dialogue, gathering information, and preparing reports. The aim of this coordination is to achieve the best results in providing services and support to refugees and to minimize the overlap of efforts. Furthermore, the study affirmed that the coordination between the UNHCR and non-governmental organizations is characterized by effectiveness in terms of communication, follow-up, planning, decision-making regarding responding to the needs of refugees, managing challenges and conflicts, as well as data management and protection, according to the opinions of representatives of non-governmental organizations.
