تقوم هذه الدراسة باختبار فرضية مفادها أن هناك علاقة بين مصالح الولايات المتحدة الأمريكية الاقتصادية والعسكرية والأمنية وسياستها الخارجية وبين سياستها المعلنة تجاه دول الخليج بشكلٍ عام وتجاه قطر بشكلٍ خاص.
خلصت الدراسة إلى أن من الدوافع الرئيسة لضرورة إقامة التحالفات بين الدول سواء بين الدول الصغرى أو الكبرى هو إحداث توازن القوى. وأصبحت التحالفات أداة الدول ليس فقط لتحقيق أمنها الداخلى والخارجى والحفاظ على مصالحها الحيوية، ولكنها امتدت لتشمل كل مظاهر الصراع والتنافس والتعاون والاعتماد المتبادل ما بين الحلفاء أنفسهم، كما أن مسئولية الدولة تتمثل بالأساس فى الحفاظ على بقائها وتعظيم قوتها، وبالتالى فإن التحالف هو الوسيلة الوحيدة والضمانة الكفيلة الفعّالة لردع التوجهات العدوانية تجاه بعضهم، كما توصلت الدراسة إلى أن المصالح المشتركة هي الأساس الذى يقوم عليه أي تحالف، ولكى ينشأ أي تحالفٍ دولي ينبغي أن يجمع بين أطرافه حدٌ معينٌ من المصالح المشتركة وتشكل هذه المصالح الأساس الذى يقوم عليه بناء التحالف، ولابد من التأكد لدى كل طرف أن كلفة المزايا تزيد على كلفة المخاطر. كما توصلت الدراسة أيضًا إلى أنه على الرغم من علاقة قطر الوثيقة مع الولايات المتحدة، في إطار التحالفات القائمة إلا أنها تستأنف توجهات وردودًا ومواقف سياسية نشطة ومستقلة إلى حدٍ كبير.

This study tests the hypothesis that there is a relationship between the economic, military, and security interests of the United States and its foreign policy and its declared policy towards the Gulf states in general and towards its relationship with Qatar in particular. The study concluded that one of the main motives for the need to establish alliances between countries, whether between small or large countries, is to create a balance of power. Alliances have become a tool for states not only to achieve their internal and external security and preserve their vital interests, but extended to include all manifestations of conflict, competition, cooperation and interdependence among the allies themselves, that the responsibility of the state is mainly to maintain its survival and maximize its power, and therefore the alliance is the only means and effective guarantee to deter aggressive tendencies towards each other, The researcher also concluded that common interests are the basis on which any alliance is based, and in order for any international alliance to arise, its parties must combine a certain limit of common interests and these interests constitute the basis on which the alliance is built, and it must be ensured by each party that the cost of benefits exceeds the cost of risks. The study found that despite Qatar's close relationship with the United States, within the framework of existing alliances, it is resuming active and largely independent policy orientations, responses, and positions.
