E- government delivers more than one type of service for a wide variety of users . Each of those users has or her concerns and claims to adopt E- government service . Furthermore the quality of govermental services or functions cannot be fully measured by traditional approaches that emphasize the technical aspects of evaluation but rather has to be evaluated according to groups of stakeholders' perspectives concerns and requirements
