In 1982 the French Government enacted the Defferre Law of 1982 to empower local administration . Later the determining plans and process of decentralization were adopted . Different laws were implemented to update policies of local Governments . This dissertation investigates the literatures as well as the perception of public officials in different levels of governance regarding the effect of such policies on local governance
