There is a two - way relationship between foreign direct investment ( FDI ) and environment that may have negative or positive effects on welfare . FDI may have negative effects welfare through its effect on the environment . This happens when developed countries direct their polluting FDI outflows to developing countries where there are loose environmental laws, causing nore pollution in developing countries
