The early nineties witnessed the simultaneous emergence of the good governance agenda of the Bretion woods institutions and the rise of multi-party politics in Sub-Saharan Africa. Despite the correlation suggested by this simultaneity, conventional explanations on democratization typically assign secondary importance to external factors, and less even to the interaction between internal and external factors
