The Council ensured the programme's co - ordination while implementation was carried out by NGOs . The national framework of legislation as well as cultural views established a complex implementation environment , hence raising the need for a critical evaluation of the Programme implementation to identify major challenges encountered and potential recommendations for stakeholders
