Elevated blood surgar damages the retinal blood vessels , causes retinal hemorrhage and impaired oxygen delivery to the retina that can lead to the growth of abnormal vessels . These new vessels can break easilycausing permanent vision loss . Health professionals are expected to work with people living with diabetes to develop their confidence , skills and knowledge , engage in shared decision making and provide theory - based structured education
