The main purpose of this dissertation is to study and analyse European - Egyptian cooperation in the field of youth from 1999 - 2005, specifically that this period had witnessed the implementation of the first and second phases of the programme. A broader perspective that relies on studying and analysing the general orientation of the european youth policy and the Egyptian government towards youth issues has been adopted. The main recommendations of the dissertation are as follows: the importance of the political commitment for ensuring the continuity of the programme. At the same level of the importance is the stability of the administrative and organizational structure responsible for the programme implementation and the adherence of the top bureaucratic leaders towards achieving its objectives. In addition the Egyptian agencies, mainly the Ministries of Youth and International Cooperation, should run its own national evaluation for the different phases of the programme, aside from the european commission's evaluation
