The thesis tends to analyze the implementation of the Postal Twinning Project between la Poste and Egypt Post with respect to the modernization objectives agreed between the EU and Egypt in the postal sector based on the Association Agreement signed between them in the context of the Euro-Mediterranean Partnership (EMP). This study and its data analysis proved that despite the success of the Postal Twinning project with a significant number of achievements, there were some obstacles that hampered the implementation of such project. Finally, the thesis tends to prepare a practical manual on the Twinning projects and in this regard, it took the Postal Twinning project as a case study because it was one of the early Twinning projects in Egypt. It seems promising to draw some lessons from this early project for other Twinning projects, in order to be enhanced and to maximize Egypt{u2019}s benefits from such projects in the future.
