This means not only gathering and processing data, but also making decisions with the support of state-of-the-art decision methods. Decision-making is the very foundation of an enterprise, and sound decision-making is necessary for gaining and maintaining a competitive advantage. Decision-making skills can also taught and the common mistakes when making crucial decisions can avoided using some simple methods and techniques. Most of mathematical programming models deal with a single decision maker and a single objective function and used for centralized planning systems. Multi-level models on the other hand developed for decentralized planning systems in which each decision maker tries to optimize its own objective function without considering the objective of the other levels, but the decision of each level affects the objective value of the other levels as well as the decision space
