This research attempted to develop some English language literacy skills at preparatory stage students. To achieve this aim, the systematic approach program was developed. The research adopted the quasi- experimental design. The participants of the research were 40 students(one group) at the first year prep stage selected from Kafr Al Sarem Prep School at Zefta- Garbeya Governorate. The experimental group received the a systematic program .The findings of this research supported the hypotheses and indicated that the systematic approach program proved to be effective on developing the required literacy skills in English for the first year prep school students. In addition, the research results indicated that the systematic approach is a vital program for developing literacy skills. Moreover, the results of the program showed progress of students' reading and writing skills in English language that made the students more active and cooperative in the class. Based on the research results, the research presented some recommendations and finally, the researcher suggested further research.
