Before 2011, the analysis of the implementation of EU democracy promotion policies in Egypt has shown that there is a gap between the EU{u2019}s discourse and the actual practices on the ground. The main research question is how effective is the EU in promoting democracy and human rights in Egypt post 2011, through the civil society facility initiative (CSF). Since only few studies have mentioned in depth, with an empirical investigation, the EU{u2019}s supported programmes with its implementation in Egypt, and pointed out the effectiveness/drawbacks of such programmes, and certainly none has assessed the implementation of civil society facility (CSF) instrument in Egypt, the added value of the research stems from the following: first, analysing EU democracy promotion in the democratic transition process after 2011; second, focusing on the evaluation of 2011-2013 CSF and european Instrument for democracy and human rights (EIDHR) funded projects to complement the objectives of the CSF; third, approaching the research from an empirical institutional perspective. This thesis argues and concludes that the effectiveness of EU promotion of democracy and human rights in post-2011 Egypt was rather restricted, and the gap between the EU{u2019}s discourse and the actual implementation still in existence. Taking the CSF instrument, a gap was identified between its stated objectives and its implementation. Thus, it did not bring the promised added value. It was evident that the CSF did not fit within the legal, political and security context in post-mubarak Egypt. The research highlighted that such gap was reinforced by shortcomings within the Egyptian political, legal and security framework, and shortcomings within the EU framework
