With the end of the cold war and the emergence of the end of history theory, the international arena was prepared for the rising significance of ethics and morals in international relations. At the same stage, the European Union started to portray itself as a force for good in the world since its official beginning in Maastricht Treaty in 1993. The EU has ever since adopted a normative rhetoric that stresses on values in conducting its international affairs.The foreign aid regime constitutes an integral part of foreign policies. In that domain, the European Union{u2019}s role together with its member states cannot be undermined. They both represent the world{u2019}s biggest donors far ahead of other donors as the United States and Japan. In its aid policies, the European Union has its own budget that is different from that of the member states. The European Union engages with nearly all the world{u2019}s countries and regions in aid programmes.The European Neighborhood Policy guides the relations between the EU and its neighbor countries in the South-Mediterranean region. This research evaluates the extent to which the EU{u2019}s assistance to the South-Mediterranean Countries in the European Neighborhood Policy Instrument can be regarded ethical. It builds on an enlightened model for ethics that evaluates the EU{u2019}s practice. It concludes that the EU{u2019}s aid practice is interest-driven by trade and stability. It also finds that the EU{u2019}s practice in Jordan differs from the other South-Mediterranean Countries. The EU{u2019}s aid to Jordan was more responsive to its needs and it came closer to satisfy the ethical model in the period 2011-2013
