Dissertation note: Thesis (M.Sc.) - Cairo University - Faculty of Economics and Political Science - Department of Social Science Computing Summary: This study aims to propose an organizational cybernetics framework for designing a viable universityas a common model for a viable higher education system.The proposed framework of the viable university is developed based on the principles of Beer{u2019}s Organizational Cybernetics and then augmented with the phases of applying the Viable System Model (VSM) described by José Pérez Ríos.The framework not only presents a thorough explanation of the principles of the viable universitybut also helps the senior managers of the universityto deal with the difficulty of managing the complexity of this system. The originality of the study arises from the fact that it is the first study proposing an update to the EVSM and applyingthis update to the field of higher education
