The potential benefits from effective adoption of e-government are really large. The governments around the globe have invested heavily in e-government projects and have experienced substantial progress in provision of online services. However, the spread and effect of e-government in developing countries has so far been less than expected. Developing countries have invested more in core government administration systems than in transacting with citizens. The governmental institutions are still unable to deliver basic services with reasonable quality. Many governments and academic researchers recognised the problem of low-level of citizens{u2019} usage of e-government services. E-government projects have been mostly supply driven with relatively less information about the performance of the deployed e-government services as well as the perception of the citizens regarding them. The demand side of the equation has received little attention. But, this paradigm has begun to change. Citizens are placing numerous stresses on governments by less demanding the deployed e-government services. Having high demand and use of the available e-government services is crucial to the success of e-government projects. Therefore, the aim of this thesis is to enhance citizen adoption of e-government services by eliciting requirements in e-government projects via multi-criteria analysis of the deployed e-government services and discovering the strong and weak aspects of these services and tailoring them to the needs and requirements of the citizens. To accomplish that, the thesis set out two clear lines of action. The first is to develop a citizen centric e-government adoption model and the second is to develop an approach to evaluate the performance of e-government services
