Dissertation note: Thesis (M.Sc.) - Cairo University - Faculty of Computers and Artificial Intelligence - Department of Information Systems Summary: The successful implementation of e-Government is a main target for many countries but still faces difficulties and barriers resulting in a high failure ratio.Specific projects can be perceived by some as a success while others perceive them as a failure. Numbers of e-Government projects were implemented in Egypt, but some of them failed to achieve their objectives. In this thesis, a systematic approach to the long-term futures called Foresight was adopted to locate the success factors for e-Government projects in Egypt. It consists of three stages: (1) Pre-Foresight stage: in this stage, a literature review was performed on the success factors lists for projects in general as well as the success factors lists for MIS/e-Government projects. It resulted in a list of 26 factors, these factors were then categorized according to a recognized model of Conception-Reality gaps called the ITPOSMO model. After reviewing the literature and constructing the success factors list, threesurveys were performed.The first survey was designed to measure the correlation between MIS/e-Government categorized success factors list and project success.The second survey was designed to measure the impact of MIS/e-Government categorized success factors list on project phases and finally, the third survey was designed to measure the success of e-Government projects as per some predetermined criteria. (2) Foresight stage: in this stage, a further analysis, interpretation, and prospection were performed for the categorized factors list in order to study their correlation with project success as well as their impact on different project phases.The results were validated through their application to many e-Government projects that have been successful according to their service provider, and finally, (3) Post-Foresight which represents the final results and recommendations.The results present a categorized list of 26 factors to be considered for the successful implementation of e-Government projects in Egypt and provides a guideline for project owners to ensure that the proper attention is awarded to the proper factors in each phase of the project
