Organizations undertake auditing process for many reasons. An audit can help the enterprise ensure effective operations and attest to its compliance with administrative and legal regulations. It can confirm to management that the business is functioning well and is prepared to meet potential challenges. Information systems (IS) audits support all those outcomes, with a special focus on the information and related systems upon which most businesses and public institutions depend for competitive advantage. Achievement of the many benefits that can accumulate to an effective audit depends on proper and thorough planning of the audit engagement. An important component of the audit plan is the audit program. The quality of the audit program has a significant impact on the consistency and quality of the audit results. So, it is imperative that IS auditors understand how to develop comprehensive audit programs. IS auditors use software auditing tools such as CAATs for performing all auditing process tasks. Using of these tools helps to measure the accuracy of audit tests, reduce reviewing time, and provide ad-hoc reports. However, there is not yet a comprehensive tool to serve all IS department's operations to support IS auditor. The objective of this study is to provide a framework for developing an enhanced and integrated software tool for information systems auditing. This framework should apply the standards and procedures needed by professional IS auditors in different IS auditing areas. It can also help IS auditors to ensure that nothing will be discarded in IS auditing program based on ISO 9001 /27000 principles. The IT audit process is performed in the context of a business process review or as part of a larger integrated audit.
